The Rise of E-Boat Technology

John Vo knows nil about boats. He says it’s ideal for an e-boat builder. “People ask us what experience we have, and I say, ‘Zip. Nothing. Zero,’” says Vo, whose team at Blue Innovations Group is preparing to launch its first electric boat, the R30, this autumn. “But you can’t use the same people from the same industry to revolutionize themselves.”

Vo, the former head of manufacturing for Tesla, is just one among many minds trying to bring electric-powered boats into widespread production. So many longtime boatbuilders are transitioning from internal-combustion to electric power , and so many other builders are popping up anew, that the president of the American Boat and Yacht Council says his agency’s safety experts are being “bombarded” with requests about technology that’s changing by the day. E-boat prototypes and launches are coming from long-standing marine brands such as Chris-Craft (the Launch 25 GTe) and Four Winns (the H2e) at the same time that newer brands are promising everything from an electric dayboat (the Blue Innovations R30) to a catamaran with world-cruising capability, but without generators or fuel tanks (the Zen50).

And as the boats get bigger than about 30 feet length overall, trying to understand all the different ways they can work becomes even more of a challenge.

“I expect, in the nautical industry, we will have full-electric propulsion, but we can expect hybrid energy,” says Michael Jost, founder of eD-TEC, an electric-propulsion system that will be on the Silent Speed 28 tender at the Cannes Yachting Festival this autumn. “There will be smaller boats that can run fully electric, and the bigger boats will have fully electric propulsion but hybrid energy.”

Before joining the marine community, Jost was a manager at Volkswagen, helping to lead its transition to electric power in vehicles. He says the recreational marine industry today is where automotive was decades ago: filled with ideas and trying to learn what the broader marketplace solutions will be. The difference between automotive and marine, he says, is that with marine, you can go from displacement to gliding to foiling.

That’s right: Foiling technology that lifts boats off the water’s surface is also part of e-boat thinking today—so are wing sails, which most boaters recognize as part of the high-tech builds used for America’s Cup racing. And, of course, there’s ever more ways to install solar power, which can help recharge the banks of batteries that make electric boats go.

Every possible idea is on the table, Jost says, because the way cruising boats have always been built just isn’t efficient enough for the switch to e-power, which includes heavy batteries that weigh boats down. “The boats of today are not true,” Jost says. “If you have a bad boat, you don’t see it. You put more power, more gasoline inside, and then you are happy. But if you go electric, you are not happy because you don’t get the range. The boat has to be much more efficient than an internal-combustion boat—and the boat business does not want to change the hull. That’s why we are looking to support builders working with the hydrodynamic foils.”

Vo says his team at Blue Innovations Group is also trying to think differently about boat design: Forget about the hulls that traditional molds were built to create, and wonder instead about what might be possible from scratch. “In the old days, anybody who came to Tesla with a long automotive resume, we threw it in the trash,” Vo says. “Otherwise, you’ve got these people with a lot of experience, and they can overwhelm you. Instead of building your vision, they will try to assimilate you, and you revolutionize nothing. You just add another mediocre company. It’s difficult but necessary for us not to hire anybody with boat experience until we reach a critical mass and launch the product. At that point, we’d be stupid not to incorporate their experience into our process.”

Then again, brands with marine experience are also trying to lead. At Mercury Marine, vice president of e-solutions Perissa Bailey—who previously was director of technology at Ford Motor Co.—says it’s understood that electric boats are still in the phase of early adopters, with companies trying to figure out exactly what consumers want. One thing they know for sure at Mercury Marine, she says: “They don’t want to compromise the time they spend on the water. In the early electrification days in automotive, there were a lot of questions about range anxiety. It forced consumers to think about how many miles they drive a day and what’s the cost of ownership for an electric vehicle for that many miles. We’re going through that same learning curve in marine. Customers are saying, ‘If my leisure boating activity typically consists of this many hours on the water, I don’t want to compromise that just because I go electric. And if there’s a series of activities I do, if I’m [riding on a PWC] or fishing or whatever I do, I don’t want to compromise those either if I go electric. I don’t want to have to adapt my usage pattern to a technology. I want the technology to adapt to that usage pattern.’”

The trick is that the technological solution for a boater who wants to cruise to dinner and back is likely to be far different from the solution for a boater who wants to cruise off the grid for months, says Julien Melot, CEO and designer at Zen Yachts, which is preparing to launch the Zen50 catamaran. It has solar power, along with a wingsail, with the latter adding the long-distance range that previous models lacked. “The last boat was great for coastal cruising, but I would not have sold it to a family that wants to cross the Pacific. If it gets cloudy or overcast, the laws of physics apply, and you won’t have enough power to escape the storm,” Melot says. “On the Zen50, with the addition of the wingsail, that problem is solved.”

As with some of the other brands in the e-boat space, Zen Yachts is seeing early adopters who don’t necessarily fit the profile of traditional boaters. “Our client base is not experienced sailors,” he says. “They are more attracted by the fact that you are self-reliant. If the world collapses one more time, they know they can take their boat out, and they’ll be fine.”

Silent-Resorts location

And some leaders in this space are already thinking past the boats. They’re focusing instead on where boaters will want to go, as more styles of e-boats take to the water. Silent-Resorts, which is affiliated with the catamaran builder Silent-Yachts, is now creating destinations to harness electric power and make recharging easy for all types of boats, no matter what comes next. The first location, in the Bahamas, is scheduled to finish construction later this year, with build-out starting on the second location, in Fiji, around that same time. “We’re talking with all the builders,” says Victor Barrett, CEO of Silent-Resorts. “We’re setting up in areas where cruising is popular, and we’re setting up the micro grid that connects the marinas, facilities and residences. If you have a house that’s not occupied, all that power is going into the central grid so the boats can plug in, charge fast and go. The boats can feed power into the island as well. We’ll be the first company in multiple locations to have Silent-Marinas ready to accept electric boats.”

All these advancements, of course, are far from inexpensive. The cost of a Blue Innovations Group R30 is about $300,000. The Silent Speed 28, Jost says, is likely to retail for about 500,000 euros (that was about $550,000 at press time). “The batteries are expensive,” Jost says. “You need new software. You have to develop it. And you have to make it lightweight. It might take about five years for the price to come down.” Until then, expect to pay as much as $440,000 to $660,000 for e-boats up to about 30 feet length overall, he adds. “It’s double what you pay for an outboard system, but the scale of combustion comes from the automotive industry, so if that industry loses scale by going electric, you will also lose that scale for the nautical industry on combustion.”

And the people buying e-boats right now often care more about innovation than prices. Melot says four Zen50 catamarans have been sold. The first and third are going to the East and West coasts in the United States; the other two are headed to Europe. Three of the four clients are Tesla shareholders. “Typically, the clients already have an electric car, they already have solar panels on their home, and the next thing they can buy is an electric boat,” he says, adding that for these folks, electric power is the top consideration. “They don’t want to hear about a yacht that has diesel on board.”

Torqeedo’s Deep Blue 100i 2500

Torqeedo’s Deep Blue 100i 2500 is an inboard system that provides 100 kW of continuous power for planing powerboats. It’s made with the same type of lithium batteries that are now found in some cars, but with components that are waterproof and that come with monitoring to guard against short circuits. The company offers a nine-year warranty for boats in private use, with the hope that the long guarantee will help customers feel secure about the type of power. Torqeedo also markets Deep Blue as low-maintenance and emission-free.

Taking Orders Now

Blue Innovations Group is taking reservations for the R30, which is expected to cost about $300,000. Customers who put down $5,000 can get one of the first 100 hulls. For $1,000, customers can be next in line after that. As of this writing, more than 50 reservations were in hand.

For Day Cruising

While some e-boat builders are trying to solve design challenges for long-distance cruising, Blue Innovations Group is starting with a dayboat. The 30-foot R30 will have the capacity to carry 12 people with an estimated run time of eight hours and a top hop of 39 knots.

X Shore 1 drive system

Even Stronger

Swedish e-boat builder X Shore recently announced a partnership with the German company Bosch Engineering to improve the performance and efficiency on the drive system aboard the 21-foot X Shore 1. Bosch’s background is in passenger cars, commercial vehicles, RVs, rail, ships and other industries. This partnership marks Bosch’s first foray into the world of e-boats for leisure use. The goal of the partnership is to share series production experience as well as proven high-performance components from the automotive world.

Floating Solar Concept

The team working on creating Silent-Resorts is talking with government officials in Fiji about deploying a floating ring that collects rainwater and generates solar power as an eco-friendly way to address two of the biggest challenges that hamper island development. Eventually, a similar system may also launch in the Bahamas.

All suites are equipped with a television, DVD, stereo and ipod dock, mini bar, safe, air-conditioning/ heating, a vanity table/desk, a computer point and wifi, relaxing chairs, saloon table, a very spacious walk-in closet, bathroom with toilet, bidet, bath (Jacuzzi), double basin and shower Main-deck: Once you set foot on the gangway, you will be surprised by the beautiful details, the enormous deck areas, astonishing woodwork and the incredible choice of outside furniture! We are sure you have never experienced a view as marvelous as the one from the look-out house. The Jacuzzi is very big (18 people)and of course we have a complete B.B.Q. area When you finally come inside, you will be surprised by the beam of the yacht. The main saloon is about 20 meters long and 9 meters wide. The style is cozy and, what we think is the most important, homely. Every single guest on MY Sherakhan must immediately have the feeling that this is their home and can relax the way they want! This is the way we chartered M.Y. Jaguar for many years, and with a lot of success. The main saloon is visually divided into two areas; On one side we find the dining area; with a beautiful table, where 22/24 people can be seated. On both sides of the dining table there are 2 impressive stairs which lead you to the owners deck. When you sit at the dining table and look up, you will be impressed by the atrium. You can look completely to the roof of the yacht where the Jacuzzi with glass bottom is situated. The enormous chandelier is of course specially designed for this area of 7 meters of height. The other side of the saloon is furnished to relax. Nice cozy couches, homely armchairs, enormous vases, a fireplace, a flat screen television, a bar where you can sit down to enjoy your drinks and of course a little podium with a white grand piano. Although the area is big, you will never have the chance to feel “lost”. From this area you have a nice view on the aft deck where the outside dining table is situated. When you walk through this area and pass the dining table, you will enter the vestibule. Here you can choose to go down to the beauty saloon and the suites on the accommodation deck or even go to the fitness-massage, sauna and Jacuzzi on the lower deck. When you go straight on from the vestibule, you will first meet the ladies room on one side and on the other side the library. After passing a door, you will come to the corridor on which has 2 spacious suites on each side. All four of them have are in the region of 38 square meters with an en-suite bathroom with bath and showers as well. (The size of 38 m2 is only the suite; it does not include the bathroom!) The suites: Our feeling about a big yacht is that also the suites must be large! When guests want to have some privacy, not only during the night…, they must experience all the luxury of a 5 star+ accommodation and of course be surrounded by a nicely furnished and decorated ambiance. All the double beds are king size. All suites are equipped with a television, DVD, stereo, mini bar, safe, air-conditioning/ heating, a vanity table/desk, a computer point, relaxing chairs, saloon table, a very spacious walk-in closet, bathroom with toilet, bidet, bath (Jacuzzi), double basin and shower. The way the woodwork is done, is astonishing! Nice and with unexpected details….. Accommodation deck: On the accommodation deck, you will find 4 suites. The smallest is 34 m2 and the biggest 37,3 m2. They are fitted just like all the others. You also will find two bunked cabins these can be either children’s themed cabins, ( or for security staff / adults. as the beds are 2m long. These cabins are connected with the 2 suites next door, but can also be used completely separately. The last area of importance on this deck is the beauty saloon. The beauty saloon is also fully equipped hair- and nail studio. So the guests can be pampered as much as they want! Lower deck: When you walk down the stairs, at the end of the corridor on the accommodation deck, you will enter a world of body pleasure! First take a drink at the bar to get used to the idea of exercise, then some fitness on the most modern equipment, followed by a well-deserved massage, going into the sauna to give your body the most precious rest and end up in the Jacuzzi to cool down! What more can a person wish for…..? Apart from all the equipment available here, the area in which this is situated is a feast for the eyes. Because of its location, completely in the front of the ship, below decks, the area is built like an American loft. Something like this hasn’t been shown before, the fantastic mosaics will amaze you. Owners deck: We leave this deck and follow our “tour” to the saloon on the owners deck. The one you can reach from the vestibule on the main deck or with the stairs besides the dining table. When you come by the 2 enormous stairs, your attention will be attracted by the spectacular view down on the dining table. There is a vacant space of 6 meters long and 3 meters wide! In this way, the areas are not completely separated but in a creative way connected with each other. The saloon is further furnished with exclusive and comfortable chairs, a bar with an integrated piano and a dance floor for the people who cannot control their feet! During the day time, this area will be quite popular! Reading and relaxing when the sun is too hot or having a drink or playing some chess. During the night this saloon will be perfect for having swinging cocktails before dinner. In the meantime the crew can set a wonderful decorated table and the guests will be surprised when they walk down the stairs to enjoy their dinner! Besides the saloon, this deck contains 2 suites of 31 m2 and 1 Master Cabin of almost 51 m2! This deck is completely outfitted for the owner with a huge study. Like the name reveals, this will be a Masterpiece! Located completely in the front of the ship, with an amazing view over the sea, this cabin has even its own terrace! The Jacuzzi is in the middle of the room, apart from the bathroom. The special effect of this cabin must be seen to be believed! Her interior is styled by Italian designer design house Benetti and she was delivered to her owner in December 2018. This luxury vessel's exterior design is the work of Horacio Bozzo Design.

  • Kaliningrad - A Piece of Russia Between Poland and Lithuania

The beautiful Russian city of Kaliningrad is located at the mouth of the River Pregolya.

Kaliningrad is a Russian territory which is Kaliningrad Oblast’s administrative center on the Baltic Sea between Lithuania and Poland. The seaport city was founded on September 1st, 1255, and its area was 86.11 square miles in 2013. It had a population estimate of 448,402 inhabitants in 2014. The territory was previously known as Kyonigsberg/Konigsberg until 1946.

Overview Of The History Of Kaliningrad

The territory used to be the site of Fort Twangste and the ancient establishment of Old Prussians. The Teutonic Knights built a new fortress during the religious wars of the Northern Crusades in 1255 and named it Konigsberg to honor Ottokar II, the King of Bohemia. The King led two crusade campaigns against pagans of Old Prussia. Successively, the territory became part of the State of the Teutonic, a monastic order which belonged to the former Kingdom of Poland and the Grand Duchy of Lithuania. Later, it belonged to Germany until 1945 when it finally became a part of Russia. During World War II, the city was severely damaged, prompting the army and air force of the Russian Soviet Federation Socialist Republics to occupy the ruins on April 9th, 1945. As a result, the German population that had remained was either forcefully removed or opted to flee.

On July 4th, 1946, in honor of Mikhail Kalinin (a notable Soviet luminary who had passed away the month before), the territory was named Kaliningrad. The city was later re-established as the Union of Soviet Socialist Republic’s westernmost territory, becoming a significant zone throughout the Cold War due to its geographical position. During the 1950s the city was the headquarters of the Russian Navy’s fleet, and because Kaliningrad was strategically significant, the USSR closed it off to foreign visitors. Later on, an agreement that was signed in 1957, delimiting the boundary between the Soviet Union and Poland.

The Geographical Location Of Kaliningrad

Kaliningrad is located on the River Pregolya, which drains its waters into the Vistula Lagoon. The Baltic Sea and the Bay of Danzig are accessible by sea vessels through the Strait of Baltiysk and the Vistula Lagoon. Up until 1900, ships that drew over six feet of water were not allowed to pass. Sea vessels that were larger than the required size were expected to dock at Pillau, where the cargo would be transferred to other smaller vessels. A ship canal was constructed between Pillau and Konigsberg which was completed in 1901 at the cost of approximately 13 million German Marks, enabling 21 feet vessels to dock along the town. The area’s Khrabovo Airport - which is about 15 miles north of Kaliningrad - has several charter services scheduled to various destinations in Europe.

Arts And The Culture Of Kaliningrad

Kaliningrad is home to some museums Including the Kaliningrad Amber Museum, the Regional Museum of History and Arts and the Immanuel Kant. The city equally has several theaters that play a significant role in the development of arts in the region. The most famous theater in the region is the Kaliningrad Puppet Theatre whose seating has been in existence since 1975. The famous monuments in the city include the Statue of Immanuel Kant, the mother of Russia Monument, the Statue of Duke Albert, among many others.

Defense with a Baltic edge

A look at the Baltic Fleet and the defense of Kaliningrad

Last week an article was published in Izvestia looking at the Russian defense of Kaliningrad. The article was written by Dmitriy Boltenkov, and while providing an interesting view on Russia’s approach to the defense of the enclave, it also doubles as an almost caricatured example of a distorted world view that unfortunately typifies much defense journalism in Russia.

I thought it would be interesting to take a closer look at the article, beginning with what it says about the Russian military in Kaliningrad. This also gives an opportunity to give an update on the Baltic Fleet. I recently published a long article in Danish about the Russian Baltic Fleet, and I have wanted to write something about it in English as well.

First it is highlighted that Kaliningrad has served as a valuable learning ground for joint operations. All the forces in Kaliningrad are under command of the Baltic Fleet. This means that the Baltic Fleet can better be understood as a joint command than as a naval organization. In addition to the joint forces in Kaliningrad, the Baltic Fleet also commands the Leningrad Naval Base, which has branches in different locations around Saint Petersburg. The experiences from Kaliningrad have informed the decision to create similar force compositions in Kamchatka and the Arctic, and it functioned as an early example of the unified command structure that would become the basis of the current system of military districts.

Kaliningrad was also – according to this article – the first place that Russia established an A2/AD zone. This is a noteworthy statement, because increasingly Western analysis has begun to reject the notion that Russia has an A2/AD strategy. Michael Kofman has pointed out that A2/AD is not a concept in Russian military thought, and personally I have called it a myth . If anything, I would say that the Bastion concept in the Arctic and the Far East is the original implementation of something akin to A2/AD, but Boltenkov seems convinced that it was first developed in the Baltic region. This, allegedly, gives Kaliningrad a strong defense against the preferred Western tactic of massive air bombardments to shape a battlefield.

Naval Assets and Missiles

Then the article moves on to describing the naval strength of the Baltic Fleet. There is nothing super surprising about it, but it gives a nice overview. The four Steregushchiy-class corvettes are mentioned, and it is highlighted that they are blue water capable vessels that regularly operate in the Atlantic and even have made it all the way to the Red Sea. It is also mentioned that in the near future one of them, either Retivy or Strogiy , will be upgraded with the new Zaslon radar system – a detail that I was not aware of.

Then Boltenkov turns to the larger warships and mentions that the frigate Yaroslav Mudry is on a long deployment and currently is to be found around the coasts of South Africa. They were supposed to visit Cape Town, but due to the fear of coronavirus the small group consisting of Yaroslav Mudry , the tanker Yelna , and the tugboat Viktor Konetskiy had to make do with throwing anchor outside the city. This sounds like a disappointment for the crews who had made it all the way to South Africa and probably were hoping for some nice days at shore. The group left Kaliningrad on October 1st, and around New Years they made world headlines for participating in a combined exercise with the Chinese and Iranian navies close to the Strait of Hormuz. Boltenkov also mentions the two other large warships from the Baltic Fleet, namely the destroyer Nastoichivy and the frigate Neustrashimy . He explains that both ships are set to rejoin the fleet in the coming years when their repairs are completed. This is a (not very) surprising timeline. Last winter it was boldly announced that both ships would reenter service quickly, but since then we haven’t heard more about it. It seemed clear that the projects had been struck by delays.

The trademark of the Baltic Fleet is small corvettes, and some of them are new and modern. They have two Buyan-M class and two Karakurt-class corvettes, and both of these types are equipped with Kalibr missiles. They also have a rather large collection of various Soviet era corvettes. The Baltic Fleet also sports amphibious capabilities, namely four rather large Ropucha-class ships and two Zubr-class hovercraft. The Zubr-class is an interesting vessel that looks spectacular on video when it sails around on the beaches. It also has minelaying capabilities. One point that I do want to make here is that the term “amphibious” often sounds more threatening than it actually is. It gives an image of Russian soldiers landing on beaches of Baltic islands. In reality the Ropuchas are mostly used for general transportation of supplies, and the Baltic Fleet has contributed to the so-called Syrian Express with these ships.

One noticeable shortage in the Baltic Fleet is submarines. They only have one old Kilo-class , and Boltenkov specifically mentions the much larger German and Swedish submarine fleets in the same area. He also notes that submarines from the Northern Fleet regularly make the trip to the Baltic Sea in order to assist with the sea trials when shipyards in Saint Petersburg and Kaliningrad produce new warships that need to test their ASW equipment.

Aside from the ships, Boltenkov also finds reason to mention the 152nd Guard Missile Brigade equipped with Iskander-M missiles and the 25th Coastal Missile Brigade with Bastion and Bal anti-ship missiles. These weapons provide a powerful ground-based missile threat on great distances. There are also strong artillery systems in Kaliningrad like the Uragan multiple rocket launcher system (MLRS), Msta and Pion howitzers, and Khrisantema anti-tank missiles.

The article mentions that all this adds up to a combined salvo size of 96 Uragan rockets, 32 Kalibr missiles, 24 Iskander-M missiles, and 20 Bastion missiles. Boltenkov describes this as the first salvo, but it seems unlikely that they could easily reload for a second one of the same size.

Air Power and Electronic Warfare

Kaliningrad is well equipped with air defense weapons. The 44th Air Defense Division has regiments with S-400 and S-300V4 respectively, and the 22nd Guards Air Defense Regiment has short-range Tor-M2 systems. Boltenkov claims that in addition to this there is another 8-10 air defense divisions with S-400, S-300, or S-300V4. I have been unable to verify these numbers, but that is a lot. This means that the air defense of Kaliningrad is comparable to that of Moscow and Saint Petersburg.

There is also a quite strong presence of aircraft. It is technically called naval aviation because it is part of the Baltic Fleet, but in practice it is hard to distinguish from what the Air Force would deliver. The 132nd Air Division consists of a fighter regiment, a bomber regiment, and a helicopter regiment. Kaliningrad is also well-equipped with electronic warfare equipment. For example they have giant the Murmansk-BN jammer , which can interrupt short wave radiocommunications on ranges large enough to cover all of Europe.

Voronezh-DM radar

The location of Kaliningrad also means that it is valuable for strategic air surveillance. There is located a Voronezh-DM missile early warning radar in the enclave, and soon there will also be positioned a 29B6 Container over-the-horizon radar which will be able to see the take-off of aircraft or the launch of missiles as far away as the United Kingdom or the Mediterranean.

What is so annoying about this article?

Boltenkov provides a nice roundup of the Baltic Fleet and the defense composition in Kaliningrad. But what does all this have to do with the British Royal Navy, you might ask? Or maybe you did not ask that question, because actually there isn’t any obvious connection, and it doesn’t make sense to connect these two things.

But Boltenkov just can’t resist doing it anyways, and this is where this article becomes a caricature of politicized Russian defense journalism. In late March, a group of Russian ships – including five ships from the Baltic Fleet – lingered around in the English Channel for some days, and this was mentioned in the British press . I sometimes think the British over-dramatize these events, but in this case the Royal Navy actually made a fairly calm statement about it. But in Boltenkov’s article this is described as borderline panic on the part of the British, who were scared by a group of three corvettes and two amphibious vessels. Conveniently his article does not mention the two Admiral Grigorovich class frigates from the Black Sea Fleet, because that would have ruined the story that the British are afraid of small corvettes from the Baltic.

After ridiculing the British for being terrified by small Russian warships, Boltenkov moves on to explaining how the West is super-aggressive. He states that exercises like Cold Response and Defender Europe 2020 call for a response 1 , so nobody should be surprised that the Russians would send a group of warships to monitor. Boltenkov also notes the vulnerable position of Kaliningrad “surrounded by governments with anti-Russian policies”, and whose politicians “frequently express the desire to annex the territory of Russia’s westernmost oblast”. NATO builds military infrastructure in the Baltic States and Poland, who renew their arsenals and buy new artillery and missile systems. Soldiers from Western countries rotate through the region, and one NATO exercise takes place after the other. Also, intelligence aircraft from NATO countries and Sweden are practically stuck on the borders of Kaliningrad.

According to Boltenkov, it is self-evident that the Russian government has to do something to protect Kaliningrad. So this tirade functions as the introduction to an otherwise useful and interesting article about the Russian military forces in Kaliningrad.

As a Western observer, it is easy to be confused: At once, we are portrayed as weak and scared, but also as strong and aggressive. In a Russian context these two narratives can work together by applying the always convenient explanation of Russophobia. According to this theory, everyone is both afraid of and opposed to Russia at the same time, so it makes sense that the British would be scared of a few corvettes while also plotting to attack Kaliningrad. But for a Western audience it just sounds like a ludicrous conspiracy theory.

That being said, I don’t think one can deny that the Baltics and other eastern Euro nations do/did bully their Russian minority populations.
