Kyiv is pressing its drone campaign while lobbying allies for permission to use weapons supplied by NATO countries for strikes deep inside Russia.

Ukraine’s military said on Thursday that it had struck two more Russian oil depots, pressing ahead with a campaign of attacks against a sector vital to Moscow’s war effort.
The strikes coincided with accelerated lobbying by Ukraine’s political leaders for permission to use weapons supplied by allies in NATO to strike targets deep inside Russia, as Kyiv seeks to bring the pain and hardship of war home to Russia.
The Ukrainian military said it launched an attack that caused a fire on Wednesday at the Atlas oil depot in the Rostov region, which borders eastern Ukraine. The governor of the region, Vasily Golubev, reported a fire at an oil depot and said that four drones had been shot down.
Ukraine also struck an oil depot in Russia’s Kirov region, which is roughly 800 miles from the Ukrainian border, northeast of Moscow; and an artillery depot in Voronezh region, which borders Ukraine, the military’s general staff said.
The Russian governor of the Kirov region, Aleksandr Sokolov, said in a post on Telegram that an oil facility there had been set on fire on Wednesday. Two drones were shot down, while three others crashed, he said. The governor of the Voronezh region, Aleksandr Gusev, also reported a drone attack , but said in a post on Telegram that no damage was caused.
The claims could not be independently confirmed.
For months, Ukraine has conducted attacks using exploding drones against Russian infrastructure, in particular oil facilities, hoping to slow an offensive by Moscow’s forces. Russia has nevertheless advanced toward the city of Pokrovsk , which is an important transport and logistics hub in eastern Ukraine.
In Kyiv, explosions from a Russian drone attack rattled buildings overnight, the third time this week that Moscow had launched an aerial attack against the Ukrainian capital. Ukraine’s Air Force said it had shot down 60 drones and two missiles, but the attack was smaller than on Monday, when strikes hit many regions.
Moscow’s aerial campaign, which has frequently targeted Ukraine’s power grid, aims to cripple the country’s ability to stave off Russia’s full-scale invasion and deepen the hardships of war for Ukrainian civilians.
But the government in Kyiv has attempted a riposte with its own series of attacks, including the surprise offensive over the border into Russia’s Kursk region that began earlier this month.
That incursion has been accompanied by calls from Ukrainian officials for its allies to ease restrictions on the use of the missiles they have given to Kyiv that prohibit striking deep inside Russia with them.
A member of Ukraine’s Parliament said in June that the armed forces had used a rocket system supplied by the United States to hit a military facility in Russia’s Belgorod region, which borders Ukraine.
The country also used American-supplied munitions and vehicles in its Kursk incursion. Pentagon and State Department officials have said that use of American-supplied weapons and munitions did not violate U.S. policy .
President Volodymyr Zelensky late on Wednesday urged the country’s allies from NATO to give his country more weapons and greater latitude to use them against Russia itself. True unity with NATO partners, he said in a speech overnight, would mean permission to do long-range strikes.
“We continue to insist that their determination now — lifting the restrictions on long-range strikes for Ukraine now — will help us to end the war as soon as possible,” he said. Earlier this week, the defense minister, Rustem Umerov, said Ukraine wanted to be able to strike logistics points and military airfields.
Russia has threatened a grave response to any attacks on its soil with Western weapons. Some of Ukraine’s allies have argued that their use risked a direct confrontation between NATO and Russia, a nuclear-armed nation. So far that grave response has not materialized.
Earlier this summer, the Biden administration gave permission for Ukraine to conduct limited strikes inside Russia with American-made weapons — but only in Russian territory near northeastern Ukraine and for defensive purposes.
A wide range of significant targets that underpin Moscow’s campaign could be within reach of Ukraine’s longer-range weapons, the Institute for the Study of War, a think tank based in Washington, said in a recent report .
Diplomatic outreach has been a critical component of the Ukrainian government’s response to Russia’s invasion and on Wednesday, Mr. Zelensky spoke by telephone with Prime Minister Benjamin Netanyahu of Israel.
Mr. Zelensky joined other international leaders in expressing strong support for Israel after a deadly attack led by Hamas on Oct. 7, but the two men had not spoken for nearly a year, according to a report by Kan, the Israeli public broadcaster.
They discussed the situation in the Middle East and the recent Russian attacks on Ukraine as well as other topics, the report said. Mr. Netanyahu also expressed support for Ukraine’s territorial integrity, according to Serhiy Nikiforov, Mr. Zelensky’s spokesman.
The government in Kyiv has also attempted to corral diplomatic support for its own peace plan, which would involve a complete Russian withdrawal from Ukrainian territory. This week, Mr. Zelensky said he planned to present a “plan for Ukraine’s victory” to President Biden in September.
Ukraine’s incursion into the Kursk region is part of the plan, along with further financial measures to force Moscow to end the war, Mr. Zelensky said. He gave few other details.

The head of the U.N. nuclear watchdog has pushed back against Moscow's calls for further objectivity, following an inspection at the nuclear facility in the embattled Russian region of Kursk.
Last week, Russia accused Ukraine of attempting a drone strike at the Kursk nuclear plant during a lightning cross-border incursion that has been under way since early August and which Moscow is still trying to repel.

CNBC could not independently verify the incident and has reached out to the Ukrainian Ministry of Foreign Affairs.
"What we need to do is to objectively, not to stoke any hysteria or anything like that, but to indicate when a danger exists. And here it does. It objectively [exists]," Rafael Grossi, director general of the International Atomic Energy Agency, told CNBC's "Squawk Box Europe" on Thursday.
"The spokesperson of the Russian ministry of foreign affairs rightly says, be objective. Yes, we are being objective. We are saying here that this nuclear power plant ... is within range of a potential artillery strike, which means that the danger exists. Is this danger inherent to the technology? Absolutely not," he said, adding that these facilities hold "strategic value" in military conflicts because they serve national energy infrastructure.

"They are, I wouldn't say pawns, but they are factors in a wider confrontation," he noted.
"We see both the assessments and the work of this structure [the IAEA], but each time we want a more objective and clear expression of this structure's position, not in favor of our country, not in favor of confirming Moscow's position, but in favor of facts with one specific goal: ensuring security and preventing the development of a scenario along a catastrophic path, to which the Kiev regime is pushing everyone," Maria Zakharova, official representative of the Russian foreign ministry, said Wednesday on Sputnik radio, according to a Google-translated report from Russian state-owned news outlet Ria Novosti.
Grossi on Thursday acknowledged that parties at war are likely to retain a "strategic ambiguity that surrounds any military operation," translating into less disclosure over their activities.
"I also understand these attempts to drag me, or us, the agency, into their own preferred narrative that we need to avoid," he said.
Grossi led a delegation to inspect the Kursk facility on Wednesday, telling reporters in a subsequent briefing that "the core of the reactor containing nuclear material is protected just by a normal roof. This makes it extremely exposed and fragile, for example, to artillery impact or drone[s] or missiles."
On Thursday, Grossi explained that the Kursk nuclear plant contains reactors of the Soviet RBMK-type, similar to the ones present in the Chernobyl facility, which suffered one of the worst nuclear disasters in history in 1986.
This make of reactors lacks a reinforced roof, meaning that "if there was an attack, or, wittingly or unwittingly, or as a result of any exchange, there could be a possibility of an impact on nuclear material. And therefore release of radioactivity into the atmosphere," Grossi said.
Recounting his on-site findings, he described the Kursk facility as still operating in "relatively normal conditions," but noted "indications around the perimeter of the plant of impacts of projectiles, shrapnel markings, so on, which indicate or could indicate the existence of these kinetic events in the past."
The risk of nuclear detonation as a result of nearby military activity has been a chief concern since the February 2022 start of Russia's invasion of Ukraine and Moscow's subsequent occupation of the Ukrainian plant in Zaporizhzhia — the largest nuclear power facility in Europe
Nuclear concerns have only mounted since this month's start of the Ukrainian counter-offensive on the territory of Russia, which is the fifth-largest owner of nuclear reactors globally, according to the World Economic Forum .
Clashes between Moscow and Kyiv intensified at the start of the week, with Russia launching a massive barrage of 236 drones and missiles on what the Ukrainian air force described as "critical Ukrainian infrastructure."
Referencing the offensive, the permanent mission of Ukraine to the IAEA reported in a note that "due to fluctuations in the national power grid caused by Russia's attack, at 17:10 (EEST}, power unit 3 of the South Ukraine NPP was disconnected from the grid."
"The Russian Federation continues to deliberately target Ukraine's energy infrastructure, intending to disrupt the operation of the country's nuclear power plants, which provide most of Ukraine's electricity. Russian attacks pose a significant risk to the stable operation of nuclear facilities in Ukraine and the safety of millions of people," the mission said.
Russia's Ministry of Foreign Affairs did not immediately respond to a CNBC request for comment.

The trial is scheduled to get underway in Latah County in June , but defense lawyers have asked the court to move the highly publicized hearing to Ada County, where Boise, the state capital, is located.
They say it would be nearly impossible to find an impartial jury in Latah County, due to “inflammatory” publicity and a “mob mentality” among residents .
Kohberger has pleaded not guilty to four counts of first-degree murder in the grisly deaths of Madison Mogen, Kaylee Goncalves, Xana Kernodle and Ethan Chapin in at their off-campus home in Moscow in the early hours of Nov. 13, 2022.
If convicted, Kohberger could face the death penalty result , though his team contends local residents “ would probably find and kill ” the defendant themselves if he’s set free, according to CNN.
“They’d burn the courthouse down,” his attorneys said. “Outrage would be a mild description.”
Locals in and around Boise, according to defense attorneys, might take the proceedings less personally.
Prosecutors maintain an impartial jury can be assembled in Latah County, but told the court that moving the trial to more nearby counties like Nez Perce or Kootenai could be an acceptable solution for people close to the case who would have a hard time making the commute to Boise, according to NBC News.
Kohberger was a criminal justice student at Washington State University in Pullman when he allegedly carried out the bloody massacre in Moscow less than 10 miles away, shortly before the Thanksgiving break.
He was arrested six weeks later after driving across the country with his father to the Kohberger family home in eastern Pennsylvania.
A knife sheath with DNA found at the crime scene helped lead investigators to Kohberger. No murder weapon has been found and a motive has not been put forward.
It doesn’t appear the suspect and the victims had a relationship.
Thursday’s hearing was filled with analysis of public opinion polls examining potential juror prejudices in Idaho counties where the trial might happen.
A decision on the change of venue hadn’t yet been reached by early Thursday evening.

The wife of tech mogul Mike Lynch didn’t want to leave the scene of his sunken yacht without her husband and their teenage daughter before they were both later confirmed dead, according to a captain who helped rescue survivors during the Sicily storm.
Angela Bacares was so frantic to find her family she even hesitated getting medical help after getting out of the Bayesian during a ferocious storm that sank it, Karsten Borner told People Magazine.
“[Bacares] didn’t want to leave because her husband and her daughter were still down,” said Borner, who helped rescue the survivors after witnessing the tragedy from his own boat, the Sir Robert Baden Powell.
“She was picked up a little bit later because I asked the coast guard to take her as I thought she needed medical help. Then, over the course of the next two, three hours — [I] don’t know exactly how much later — the coast guards came and the rest of the Bayesian people went away with them.”
Lynche’s wife was among 15 people who escaped the 184-foot luxury yacht on Aug. 19 after a sudden squall of tornado-like waterspouts pummeled the superyacht, causing it to sink. Others saved included a mom and her 1-year-old baby.
It would take days to recover the bodies of the seven who died, including tech tycoon Lynch 59, and his 18-year-old daughter Hannah.
Borner said he noticed the weather rapidly deteriorating around 3 a.m. when his ship and the Bayesian were the only two out anchored off the coast of Porticello in Sicily.
“When things calmed down and the storm abated somewhat and the wind dropped a bit, we were looking around and couldn’t see the Bayesian anymore,” Borner told the magazine.
“We checked the AIS [automatic identification system], and we couldn’t see the Bayesian anymore. Two passengers and two crew members saw what looked like a whale in the water and realized afterwards it was the capsized boat,” he said.
“A moment later, I saw a triangle in the sea in a split second that the sky was lit up by lightning, and that must have been the bow of the ship while sinking over the stern.”
After witnessing the Bayesian sink, Borner and his first mate got onto a smaller boat, called a tender, and headed to where the Bayesian had been.
“We first found things floating in the water like cushions and chairs and stuff,” Borner said. “And then we saw a flickering light. This was a life raft with a light on the top. And they also waved at us with a torch.”
“So we went there, and then we found the crew and part of the passengers — 15 people in a 12-person raft, including a little baby,” he added.
Borner and his crew took in the survivors, providing first aid, dry clothes and blankets to those in the raft.
The survivors also told Borner there were other passengers still missing, which led the tender to be sent out again.
“They looked around at sea and obviously didn’t find anything,” Borner said.
The other victims included the ship’s chef, Ricardo Thomas, New York City attorney Christopher Morvillo and his wife, Neda; and Morgan Stanley executive Jonathan Bloomer and his wife, Judy.
The exact cause of the yacht’s sinking remains unknown, however, Italian prosecutors are probing whether the actions of Captain James Cutfield, 51, may have led to tragedy.
Under maritime law, a ship’s captain assumes full responsibility for safety of the vessel, its crew, and all passengers.
