Will Atlantic Point Marina be Stuart's next destination?

Ask a Martin County kid in the 1970s what he or she wanted to be when we grew up and these were the answers you got, like in every town. But here, we had one more — Outboard Motor Corporation Test Pilot.

A lot of kids wanted to be one when we grew up. It looked glamorous when we would be out on the water — skipping along at 4,000 rpms, wind in your helmet — testing the limits of speed and endurance on an outboard motor. Ralph Evinrude wanted it that way.

Ole Evinrude & the outboard motor

Riding around the waters of the river, lagoon and ocean testing outboard motors seemed like the perfect life. That was before I learned of the test pilots having kidney trouble from all the banging around.

But all that is gone now. The image of a guy out driving the propellers off an old Evinrude is a thing of the past. Evinrude, the brand that invented the outboard motor, and the old testing center are no more.

For the first time since 1966, the old OMC property is flattened. The hangar-like structure there and the affiliated buildings to its south have been torn down. A bright shiny new marina is going up in its place. And let me explain to you why this is a good thing.

Indeed change is coming

I've driven by the old property, about 7 acres on the north side of the Old Roosevelt Bridge and behind the railroad tracks. It's pretty confined. I've often thought to myself, "What could go there?" If  Straticon Marine Development gets it way, it could soon turn into something in downtown Stuart which will highlight the city's attraction to a marine lifestyle.

Straticon, along with brother Chris Hardin, co-founder Jeff Hardin and principles aren't from some nameless faceless city. They're hometown guys. Hardin has lived in Sewall's Point for more than 10 years. Straticon is in the process of helping out Carl Allen with his redevelopment of Walker's Cay. They're vested here, in Stuart. They get the area's connection to a marine lifestyle.

"This land has been private since 1966. It's been behind a barbed wire fence, no access, no ingress or egress, it's been a research and development facility," Hardin said. "We look at this as the north part of Stuart, in our minds, it's all going to pop."

Atlantic Point Yacht Club and Marina would include: 

  • 105 wet slips
  • A 109,708-square-foot barn for storing 455 boats
  • A 6,510-square-foot, one-story restaurant 
  • A 2,000-square-foot, two-story ship store
  • A 2,000-square-foot, two-story fitness center
  • A beer wall
  • An 83-foot lighthouse art piece 

The marina would be open to the public and run by Middle Island management company, but liveaboard boats would be prohibited, Hardin told Stuart's community development board. Boats from Tiki Taxi & Cruises that go from the downtown Stuart dock to the Tidehouse Restaurant also would dock at the marina, he said.

State of the art

"We asked the city what's important and they said they want the boardwalk to connect through the property. For it to be open to the public was very important to the city and is very important to us. We're excited about what it means," Hardin said. 

Dan Moore, president of Straticon, said the breakdown for boats would be to have 115 vessels up to 50 feet in length on configurable racks. The smallest boats would be 30 feet. There would be plenty of rack space for boats in between. Outboards these days are larger than 40 feet. The marina will serve as a natural jump off point to the Bahamas, just 80 miles to the east.

"The floating concrete docks will have 3-4 feet beneath of wave attenuation. The building itself will be guaranteed to a Category 2 hurricane," Moore said.

"We're building this with seawall that is 30 inches higher to account for sea level rise and king tides. When we will dredge the yacht basin, we'll be higher than it has been to make it resilient," said Hardin.

As if that's not enough, the project will add zero runoff to the river. Cisterns will catch the runoff from the roof of the boat barn. That water will be used for washdown and irrigation purposes. The parking lot will contain pavers with grass growing in between to keep water from running off. 

The lighthouse

My take on the lighthouse, I must admit, has changed from my original point of view, for three reasons. I'll try to explain.

First, Don Cuozzo put it this way, what if the lighthouse was a cell phone tower? Seriously, has anyone seen the "tree" in Jensen Beach? It's ugly. I used to joke I could win a seat on the Martin County Commission running on a single platform — getting good cell phone coverage in Sailfish Point. Of course, that was before they put up that ugly tower down there.

Second, Stuart has a sister city. I know. I was today years old when I learned of it, too. You know where it is? You guessed it — Hope Town on the island of Abaco in the Bahamas . Hope Town is famous for its candy striped lighthouse. It survived Hurricane Dorian in 2019, I was told by an independent source, but not unscathed. Work is being done to it to bring it up to snuff.

The final reason I am in support of the 83-foot high lighthouse at Atlantic Point Marina is context. The height restriction, considered to be sacred by some, mandates that all city structures be four stories or less. Well, that applies to residential structures, according to Straticon, and is really a way to limit population density. But I think the lighthouse, which will not be a working lighthouse, and will be nestled in with the other buildings on site, will fit in together nicely. It and the rack storage building will have LED lighting components allowing them — Straticon will operate the facility — to change the lighting to fit the moment or month. May 23, the marina's final plans will go before the city council for final approval. 

Maybe all of this is a moot point. Maybe you all want a cell phone tower instead.

Atlantic Point Yacht Club and Marina would include: 105 wet slips; a 109,708-sq.-ft. barn for storing 455 boats; a 6,510-sq.-ft., one-story restaurant; a 2,000-sq.-ft., two-story ship store; a 2,000-sq.-ft., two-story fitness center; pool and an 83-foot lighthouse art piece. The Stuart Community Redevelopment Board approved the project, and now the City Commission will review the plan later this month.

A yacht club and marina with a boat barn, restaurant and ship store could be built in Stuart, Fla. on the St. Lucie River across from downtown, Treasure Coast Newspapers reported.

Developer Jeff Hardin of Straticon and Middle Island Management and Development, wants to redevelop the 7.9-acre property once used as an Evinrude Motors testing site. He’s aiming to complete the full project by August 2023, he told the city Community Redevelopment Board May 3, Treasure Coast Newspapers reported.

The marina would be open to the public, but live-a-board boats would be prohibited, Hardin told the board, Treasure Coast Newspapers reported. Boats from Tiki Taxi & Cruises that go from the downtown Stuart dock to the Tidehouse Restaurant also would dock at the marina, he said. “Marine industries in the city of Stuart and Martin County (have) been one of our most important industries that I can remember,” Donald Cuozzo, of Cuozzo Planning Solutions, a consultant to Hardin, said at the meeting.

The restaurant would be a “grab-and-go” style without table service, he noted, yet board members were more invested in the height of the lighthouse, which would only function as an art piece, Treasure Coast Newspapers reported.

The structure — about the height of an eight-story building — would be permitted to exceed Stuart’s four-story height limit because the rule only applies to residential structures, city staff said May 3.

Although the board approved the entire project, members Tom Campenni and Katherine Makemson didn’t support the lighthouse component, fearing it would set a precedent, Treasure Coast Newspapers reported.

Nikolaus Schroth was among the five board members supporting the project as a whole. “The property itself kind of struggled because it faces a big bridge and backs up to the railroad tracks. Before (the developer) purchased it, it wasn’t really clear what this site should be,” Schroth said.

The City Commission is scheduled to consider the project May 23.
