Excellence

What do you get if you have two friends with a passion for boats, high-profile automotive careers and cash to burn? The answer is the 153-foot superyacht Excellence , a vessel that oozes speed, has brand pedigree and captures the hearts of all who own it.

Built in 2001 by Formula One racing car driver and automobile entrepreneur Roger Penske, who named her  Detroit Eagle , the yacht combined Feadship ’s Dutch craftsmanship with Penske’s own brand of engine. (Disclosure: Roger Penske is the father of Jay Penske, who owns this publication, as well as its sister publications in the Penske Media portfolio.)

“At the time [Roger] Penske owned a company called Detroit Diesel that made diesel engines for boats, and he was also involved with a company that built turbine engines,” current owner and Penske’s longtime friend, Herb Chambers, told Robb Report . “So, he went to Feadship and built a lightweight aluminum yacht with a shallow draft to demonstrate the capability of his engines.”

The Feadship was originally built and owned for years by Roger Penske, who wanted a very fast, very luxurious superyacht. Penske installed his own Detroit Diesel-branded engines and then added a 5,600-hp turbine to give the yacht a 10-knot pop at the top end.  Courtesy of Burgess Yachts

The immaculate, polished-chrome engine room, with the diesels painted in fire-engine red, has always been a symbolic indicator of the type of impressive speeds the yacht can reach. The engines are 16-cylinder 4000 series, which generate 3,650 horsepower each. Penske then added something the superyacht world had never seen before–a Lycoming TF-50 gas turbine for an additional 5,600 horsepower.

“The boat can cruise at about 23 knots on diesel engines,” Chambers says, “but if you really want it to go fast, you push a button and the turbine kicks in taking the boat from 23 knots up to around 33 knots. It really is a remarkable vessel.”

Serial boat builder Chambers grew up in the Boston area, spending long summers on the water at his grandmother’s cottage. “I always had the desire to have a boat,” he says, a goal he realized at 24 with a 30-foot Trojan flybridge motoryacht. The Trojan would be the first of five yachts called A-Copy , named after his successful copy-machine business.

“After I sold the copy company and had this windfall of money, I ordered a 127-foot Feadship. The name A-Copy wasn’t of any significance to me anymore so I tried to think of a name that I would like,” Chambers says. “I’m not an avid reader, but I read Tom Peters’s book In Search of Excellence and loved it. It’s about running a good business. I thought Excellence , that is a great name for a boat.”

To date, Chambers has owned more than 40 yachts of many sizes. Some were even sold before he took delivery. The name “Excellence” serves as a constant reminder to his 30-year-long captain for the need to maintain high standards on board, he says. It has also carried through to Chamber’s six most recent yachts. This includes his largest yacht to date, a striking 262-foot Abeking & Rasmussen launched in 2019, on which he enjoys cruising the European waters of Croatia, Greece, Italy and St Tropez. That Excellence won Robb Report ’s 2020 Best of the Best award for interiors.

With its “eagle” reverse bow and triple-height glass atrium, the Winch-designed yacht turns heads wherever it goes. But that’s hardly surprising considering Philip Starck’s opinion-dividing Motor Yacht A was the design inspiration this latest Excellence .

“When I first saw Motor Yacht A , I said, ‘That looks like a submarine. Who would ever want to have a boat like that?’ And the second time I saw it, I said, ‘That boat is pretty nice. I kinda like that bow.’ And the third time I saw it, I thought, ‘I absolutely love that.’ So, that’s where the idea for Excellence ’s bow came from.”

While he has recently listed the Feadship “Excellence,” Chambers plans to enjoy the yacht for while he still owns her. He has often owned two yachts—the newer one that is often under charter, and a smaller, faster one that is at his disposal for his “personal use.” 

While Chambers’s appreciation of Feadship has long endured after his first foray with the Dutch shipbuilder, it wasn’t until a 2018 visit to Fort Lauderdale Boat Show that Penske’s 153-foot yacht caught Chamber’s eye. Prized by Chambers for its flexible speed and six-foot Bahamas-friendly draft, it is one of the few yachts that he hasn’t put on the charter market.

“I view the Feadship as a very personal boat,” says Chambers. “It’s only a four-stateroom boat, but you can bring three other couples or family members with you. When I told Roger Penske that I had bought the boat, he said his family was mad at him when he sold it because they loved it so much.”

An extensive 2019 refit of the yacht includes a full paint job, an updated sound system and refurb of the original John Munford interior. Chambers bought the yacht for his own personal use. “Because my boats get chartered, I always love to have a boat that’s available just for me,” Chambers says. “I built a 94-foot Mangusta for that purpose and used it in America when my big yacht was on charter in the Mediterranean or Caribbean. The Feadship can do pretty much what the Mangusta did, but it’s a bigger, more comfortable boat, so I sold the Mangusta at the start of 2020.”

Excellence

The 2001 build has undergone a complete refurbishment of the interior. 

Being a serial owner, Chambers also recently listed the updated Feadship. He plans to enjoy the yacht while she is still available. Will he miss this Excellence ?

“I really don’t know,” Chambers says, pausing. “I would maybe look to build a similar boat, around 150 feet, something that would be fast. But the Abeking & Rasmussen Excellence is still new to me. The time for me to sell a boat is when I still like it.”

That creates a great opportunity for a buyer who wants a piece of superyacht history–a very fast superyacht history.

EXCELLENCE yacht interior

The interior of the EXCELLENCE yacht was designed by Andrew Winch, an English yacht designer specializing in the luxurious and unusual design.

The yacht perfectly combines indoor and outdoor living with her three-story glass atrium that allows the interior to be bright and open.

Fourteen guests find space on board in seven cabins, as well as a crew of 20 who have a designated area below deck. The interior of the yacht is decorated in beige and creme tones, perfectly complimented by dark wooden elements.

There is a cinema, spa with a sauna, and gym aboard EXCELLENCE and the aft of the vessel holds a large beach club with direct water access.

Specifications

The EXCELLENCE yacht has a length of 80 meters (262.5 ft), a beam of 14.45 meters (47.4 ft), and a draft of 3.45m (11.3 ft).

Her twin MTU engines allow her to reach top speeds of 17 knots, although her average cruising speed lies at 14 knots. She carries 30,000 liters of water and 50,000 liters of diesel on board.

The EXCELLENCE yacht is the 7th largest yacht built by ​​the renowned German shipyard Abeking & Rasmussen.

Her exterior was designed by Andrew Winch, who also worked on the interior of EXCELLENCE.

Her most unusual feature is definitely the reversed bow that is sure to catch the attention of onlookers anywhere she docks.

She has plenty of deck space that can be used for sunbathing or covered up with awnings if required.

On the main deck, a pool with a swim-up bar allows guests to relax and unwind. EXCELLENCE has a sizeable aluminum superstructure and an elongated steel hull.

She has unusually large windows which allow the interior to be flooded with natural light.

The owner bought EXCELLENCE for a price of US$120 million in 2019. She generates annual running costs of US $5 to 12 million depending on use.

80m superyacht EXCELLENCE joins the yacht charter fleet

Abeking & Rasmussen’s recently delivered 80m/262ft motor yacht EXCELLENCE is now a luxury yacht for charter, and she will be available this winter in the Caribbean .

With her groundbreaking design features and selection of high-luxury on-board amenities, EXCELLENCE is a superyacht worthy of her title.

She was delivered to an experienced owner earlier this week; her owner has previously had several successful charter vessels, and EXCELLENCE is expected to enjoy similar popularity on the charter market.

She follows in the footsteps of a string of Abeking-built superyachts which have carried a variation of the same name; but the latest EXCELLENCE represents plenty of firsts for the German yard and Winch Design, who helmed both the interior and exterior styling of the motor yacht . 

Exterior design

The superyacht’s futuristic exterior is defined by curved glass panels and a striking reverse bow which lend her a sharp profile ‘comparable to a spaceship’, according to Winch. 

“She promises to be unlike anything that has ever come before and will turn as many heads in 20 years’ time as she does today.” The studio went on to say.

Her unique lines also catch the eye, as they work to seamlessly blend the hull with the superstructure. 

“Never before have glass panels been installed in these dimensions. The unusual lines also repeatedly presented employees with major challenges.”  Stated Hans Schaedla, CEO of Abeking & Rasmussen , during the launch.

Interiors and accommodation

Her interior design has a similar contemporary theme, with plenty of natural light and sweeping views over the surroundings. Accommodation is provided for seven guests in 12 cabins, each of which benefits from its own colour scheme. 

The principal charter guest can take full advantage of an expansive owner’s deck with jacuzzi, outdoor terrace, and private lounge.

It also features floor-to-ceiling mirrored glass, with the largest panel measuring a staggering 6m in length. The panels span 180 degrees of the cabin, promising an uninterrupted connection to the outside world.

On-board highlights include an elegant triple-height glass atrium and tiered cinema, as well as a spa with sauna and well-equipped gym facilities.

Outdoor living and toys

Superyacht EXCELLENCE from Abeking and Rasmussen in the North Sea

EXCELLENCE continues to impress with her alfresco lounging areas, as she plays host to a sundeck jacuzzi and aft deck pool with swim-up bar.

Guests on a luxury yacht charter can easily access the sea on board EXCELLENCE, as she volunteers a spacious beach club with sea terrace, bathing steps and swim platform.

The motor yacht offers a locker of the latest water accessories, ranging from twin limo tenders to toys including waterskis, an inflatable trampoline and Seabobs.

Luxury yacht EXCELLENCE from Abeking & Rasmussen was launched in 2019 with a steel hull and aluminium superstructure measuring 80m/262.5ft. The naval architecture also comes from the shipyard, while the interior and exterior styling comes from renowned British studio Winch Design. The lower deck swim platform provides a sunbathing area close to the water complete with two sofa/sunbeds. There is access to the beach club through the large aft door, and two staircases sweep up to the main deck aft.

The main deck aft boasts a large swimming pool with sofa sunbeds on both sides and bar seating on the forward side. A stairway leads to the bridge deck aft, where there is a sunbed and bar aft, a casual alfresco drinking and dining setting to starboard where a sofa is integrated along the gunwale. There is room in the centre for an alfresco dining table for up to 12 guests.

The Owner's deck exterior is separated into a forward section and an aft section. The forward section joins onto the Master suite and offers a sofa in the shade to enjoy the views and the fresh sea air. The aft section joins onto the Owner's lounge and has an abundance of sofa/sunbeds along the stern and a Jacuzzi in the centre.

The sundeck above can be accessed via the internal stairway or lift/elevator. The forward section boasts a massive Jacuzzi and has forward sofa seating and an aft bar around its sides. One more casual social area is created by placing a curving sofa along the stern, another sofa opposite and a coffee table in between.

The lower deck layout contains the crew accommodation, aft of which is the beach club with fold-down side terraces.

On the main deck the forward section contains the gym and spa with massage room, along with a cinema to port. The guest accommodation is amidships, with the aft section containing the formal dining area and salon. The former area seats up to 12 guests in a sumptuous light-filled environment finished to the highest quality, matched by an aft circular seating area consisting of sofas, armchairs and side tables around a large coffee table.

The bridge deck provides corner seating in the helm station for guests to enjoy the forward views in any weather within an air conditioned environment. Behind is the Captain's cabin and technical spaces, followed by the foyer and the office convertible into a staff cabin, and then the skylounge. This light and airy social space offers a similar setup to the main salon with large sofas and armchairs around a coffee table, plus an additional two armchairs and a side table on both the port and starboard sides.

Above, the Owner's deck places the Master suite forward where the occupants have the advantage of 180 degree views. Amidships is the foyer and crew spaces, and the aft private lounge provides a laid-back setting of a couple of armchairs and a sofa around a coffee table.

The lift/elevator provides access all the way up to the sundeck, where there is a foyer, day head and technical spaces in addition to the outdoor areas.

Twin MTU 12V 4000 Diesel engines provide a top speed of 16.8 knots, a cruising speed of 13 knots and an extensive cruising range of 4,400 nautical miles.

Yacht Accommodation

The accommodation sleeps a total of 12 guests across 7 en-suite cabins: 1 Master suite and 6 double cabins. ~The Master suite is situated forward on the Owner's private deck and enjoys 180 degree views from the super king-sized bed. The room also contains a widescreen TV, a desk, day bed, a sitting area comprised of two armchairs and a side table, plenty of storage and aft en-suite his-and-hers bathrooms that both have a sink, toilet, shower and bathtub. ~The double cabins are all placed forward of amidships on the main deck for the advantages of better views and more sunlight. Each bedroom contains a double bed, a widescreen TV, desk/vanity, plenty of wardrobe space and an en-suite bathroom with a sink, toilet and shower. ~The expert crew of 22 will take care of every little detail.

New Zealand captain James Cutfield of doomed superyacht Bayesian speaks of tragedy - report

  • James Cutfield, the Kiwi captain of the sunken superyacht the Bayesian, reportedly saved a woman and her baby during the disaster.
  • The yacht sank on August 19, killing seven people, including owner Mike Lynch and his daughter.
  • Cutfield’s lawyers say he is exhausted and needs time before answering Italian prosecutors’ questions.

The New Zealand captain of a superyacht that sank off the coast of Sicily, killing its billionaire owner and others, has reportedly told friends of doing everything possible to save those aboard.

And another crew member has reportedly told investigators that Kiwi James Cutfield, the 51-year-old captain of the Bayesian, helped save the lives of a woman and her baby.

The yacht sunk soon after being struck by an early morning storm on August 19, killing seven, including its owner, British tech billionaire Mike Lynch, and his daughter Hannah.

Cutfield has so far declined to answer questions from Italian prosecutors , with his lawyers saying he was exhausted and needed more time for his legal team to gather information. Being placed under investigation does not imply guilt nor mean charges will necessarily follow.

The Daily Mail has reported friends of Cutfield have told Italian media he has spoken to them of doing everything possible to prevent the disaster and save those aboard.

He is living through “the darkest days of his life”, the friends were quoted as saying. He is now reported to be back home on the Spanish island of Mallorca.

New Zealand citizen James Cutfield, 51, was the captain of the Bayesian, a boat which sunk off the coast of Italy.

Meanwhile, another crew member who survived the sinking has recounted the ordeal, reportedly telling investigators “we saved who we could”.

Matthew Griffiths, 22, has also been placed under investigation. The Daily Mail has cited a report by Italian news agency Ansa that Griffiths has told investigators of being on watch duty, and waking Cutfield when winds picked up.

“He gave orders to wake everyone else... the ship tilted and we were thrown into the water. Then we managed to get back up and tried to rescue those we could,” Griffiths was quoted by Ansa as saying.

“We were walking on the walls [of the vessel]. We saved who we could - Cutfield also saved the little girl and her mother.”

That comment refers to Charlotte Golunski and her baby daughter. In total, 15 people survived the sinking of the 56m yacht, including New Zealand lawyer Ayla Ronald , 36, and her partner Matthew Fletcher.

Golunski has told media that she and her family survived because they were on deck when the yacht sank, after being woken by thunder, lightning and huge waves.

“For two seconds I lost my daughter in the sea then quickly hugged her amid the fury of the waves,” Italian newspaper La Repubblica previously quoted her as saying. “It was all dark. In the water I couldn’t keep my eyes open. I screamed for help but all I could hear around me was the screams of others.”

Golunski was one of a group who managed to climb into an inflatable lifeboat, before being rescued by a nearby boat.

The superyacht Bayesian was off the coast of Sicily when it sank after being hit by a storm.

Cutfield’s brother Mark has previously told the Herald his brother was a “very good sailor” and was “very well-respected” in the Mediterranean.

James had been a captain on luxury yachts for eight years and had previously been working on them and involved in building them for the past 30 years in various locations around the Mediterranean.

He said before he worked for British tech tycoon Lynch, he had worked for a Turkish billionaire.

Mark said James was a “top sailor” in his youth and raced 470s competitively.

Walls made of T-Rex bones in the world's most expensive superyacht worth nearly £4 billion

The yacht, covered in 100,000 kg of gold has a statue in it reportedly made from genuine tyrannosaurus rex bones with walls also having dinosaur bone shavings.

The world's most expensive superyacht named History Supreme is worth about £4 billion and has gold-plated sides and walls made of T-Rex bones, but is still shrouded in mystery as not many have seen it and only four photos of it actually exist.

It was commissioned by a mysterious Malaysian billionaire and is designed by controversial British artist Stuart Hughes who took just over three years to complete it, according to a report by The Sun, which added that there are only four photos of the boat available.

What are the features of the yacht?

The yacht has a statue in it reportedly made from genuine Tyrannosaurus Rex bones with walls also having dinosaur bone shavings. These were allegedly sourced from Arizona, USA.

Pieces of the thigh bone alone come in at about £68,000, according to the report.

The vessel is covered in 100,000 kg of gold and has jewels too. The railings, decking, dining area and even the base of the boat is wrapped in gold. The anchor was also made dipped in liquid gold, and the sleeping areas are covered in platinum.

The yacht also has a luxury liquor bottle with an 18.5 carat diamond, one of the world’s rarest, with a panoramic wall aquarium made from 68kg of 24 carat gold.

Other features of the yacht include an iPhone wrapped in 500 cut diamonds including two interchangeable diamonds fitted over the “home button,” a 7.4 carat pink diamond and a rare eight carat diamond.

Who is the alleged owner of the yacht?

Hughes has hinted at Robert Kuok, Malaysia's richest man and Southeast Asia's second-richest man as being the owner of the yacht, although it hasn't been confirmed yet. His net worth is £8 billion, but Forbes estimated it to be around £9.5 billion in 2011.

Omsk Oblast ( Russian : О́мская о́бласть , romanized :   Omskaya oblast' ) is a federal subject of Russia (an oblast ), located in southwestern Siberia . The oblast has an area of 139,700 square kilometers (53,900   sq   mi) . Its population is 1,977,665 ( 2010 Census ) [9] with the majority, 1.12 million, living in Omsk , the administrative center .

The oblast borders Tyumen Oblast in the north and west, Novosibirsk Oblast and Tomsk Oblast in the east, and Kazakhstan in the south.

Omsk Oblast shares borders with Kazakhstan ( North Kazakhstan Region and Pavlodar Region ) to the south, Tyumen Oblast in the west and Novosibirsk Oblast and Tomsk Oblast in the east. It is included in the Siberian Federal District .

The territory stretches for 600   km (370   mi) from north to south and 300   km (190   mi) from west to east. The main water artery is the Irtysh River and its tributaries the Ishim , Om , Osha , and Tara Rivers. The region is located in the West Siberian Plain , consisting of mostly flat terrain. In the south is the Ishim Plain , gradually turning into steppe, forest and swampy taiga to the north. The soil is sandy and silty. [10] Along the Irtysh River, in t. N. Irtysh region, there is an "oasis" microclimate, with a wooded landscape and gullies. There, the most fertile land in the region can be found. The Omsk region contains many lakes, the largest of which are Tenis -Saltaim, Ik, Ebeyty , Ulzhay and Tobol-Kushly.

The highest elevation in the Omsk region - about 150   m (490   ft) Upland village, the lowest elevation is the water's edge on the Irtysh - 41 metres (135   ft) , near the village of Little Beach. [ clarification needed ]

The oblast has a classic continental climate, with cold, snowy winters and hot, dry summers. Average January temperatures range from −42 to −30   °C (−44 to −22   °F) . Average July temperatures range from 25 to 28   °C (77 to 82   °F) and can reach up to 35   °C (95   °F) and even 40   °C (104   °F) . Annual rainfall averages 300–400   mm (12–16   in) . Sunny days predominate.

The southern plains have notably longer and warmer summers and a delayed onset of freezing temperatures. They are also significantly drier than the northern forests, receiving only 250–300   mm (9.8–11.8   in) precipitation annually. Winters, however, are as severe on the plains as they are further north. Spring rains are rare, but late spring freezes are not. The early part of the summer is frequently dominated by hot, dry southern winds.

As of 1   February   2016 , [ update ] on the territory of the Omsk region, there are 35 areas that have the status of protected areas (PAs), regional and local importance.

Archeological findings indicate that the present day territory of the oblast has been inhabited for the last 14,000 years. Neolithic societies in the area lived by fishing and hunting. About three thousand years ago, pastoralism began to take hold. Ust'-Ishim man , the remains of a man that lived 45,000 years ago, was discovered in Omsk Oblast.

Various Turkic states dominated the area throughout the Medieval era. The most notable of these were the Western Turkic Khaganate and the Siberian Khanate . Siberian Tatars , Mongols , Khanty and Mansi tribes, along with others, inhabited the territory.

The Russian history of Omsk began with the 1584 arrival of a Cossack force under the command of ataman Yermak Timofeyevich , who defeated local rulers and established nominal Russian control of the area. To support further expansion tsars Feodor I and Boris Godunov initiated the construction of fortified settlements and military outposts in the south of Siberia in order to defend their subjects from raiding nomadic tribesmen and to exert authority over local populations, specifically over the tribute-paying Siberian Tatars of The Baraba Lands. The first permanent Russian settlement in the region, the city of Tara , was founded in 1594, soon it began to play an important part in fur trade that connected Russia with Central Asia and China.

In 1716 a fortress was constructed at the confluence of the Om and Irtysh rivers on the orders of sublieutenant Ivan Bugholtz. The fortress would form the nucleus for the development of the future city of Omsk. By the second half of the 18th century, Omsk fortress was the largest building of any kind in the eastern part of Russia.

As Russian settlements continued to spread through the Yenisei , Tobol and Irtysh watersheds in the course of the 18th century, so did the development of the Omsk and the surrounding region. In 1753 a customs post was established to tax goods brought into the city by the ever-increasing trade with Kazakh tribesmen. In 1764, when the Siberian provinces of Russia were organized into two governorates with centers in Irkutsk and Tobolsk , the city of Tara and the fortress of Omsk were assigned to the latter. In 1780, on the orders of Catherine the Great the fortress was transferred to Kolyvan Oblast . By this time Omsk had grown to the size of a small city, however, from 1797 to 1804 it did not possess its own uyezd .

In 1804, the territories surrounding Omsk were organized into the Omsk Okrug . The city rose to prominence when Siberia was once again reorganized in 1822, Omsk became the administrative center of the General Governorate of Eastern Siberia rising above the old center of Siberia, Tobolsk. The new governorate was divided into oblasts around the cities of Omsk, Petropavlovsk, Semipalatinsk and Ust-Kamenogrsk populated by Russian colonists and okrugs populated by Kazakh nomads. In subsequent reforms the name of the Oblast was changed repeatedly to The Oblast of The Siberian Kyrgyz (1854), Akmolinsk Oblast (1868), and Omsk Oblast (1917) before finally reverting to the Omsk Governorate in 1918. The authority of the oblast followed further expansion of the empire to Central Asia and included significant parts of modern-day Kazakhstan .

In the 19th century, Omsk, given its strong system of frontier fortresses, became notorious as a premier destination for political exiles and prisoners from the European part of the Russian Empire. Decembrists , Polish rebels , French prisoners of war and political activists of every stripe found their way to Siberia. Among them was Fyodor Dostoyevsky , who spent four years (1850–1854) at the Omsk prison. [11]

The early nineteenth century also saw the growth of industry in the city and in the rest of the Irtysh basin. The Siberian Cossack Army was headquartered in Omsk after 1808 and contributed to the development of the city, by the beginning of the 20th century the Cossacks were a dominant component in the society of both the city of Omsk and the surrounding lands, having reached a population of 174 thousand and holding title to five million hectares of agricultural land. The 18th and 19th centuries also saw the influx of a significant number of German immigrants both from Russia's Volga Regions and from abroad.

In 1925 the Omsk governorate was dissolved into the newly formed Siberian Krai and again reorganized, this time as an Oblast by order of the All-Russian Central Executive Committee on 7 December 1934. Parts of the Ob-Irtysh Oblast and the West Siberian Krai as well as the southern part of Chelyabinsk Oblast were given over to Omsk. In 1943, Kurgan Oblast created from the western portion of the Chelyabinsk Oblast also got a number of Omsk territories. In 1944, the northern part of the Omsk Oblast along with the districts previously transferred to Kurgan became newly established Tyumen Oblast that included Khanty-Mansi and Yamalo-Nenets autonomous okrugs.

The 1950s saw the creation of the petroleum processing industry, as well as the development of various high-technology facilities that came to define the economy of the Oblast for the remainder of the century.

With the dissolution of the Soviet Union the oblast became part of the newly independent Russian Federation. The independence of Kazakhstan gave Omsk an international border to the south, while continued federal policy aiming to rectify the effects of Stalin era population transfers led to the creation of a national German district in an area with a significant, although not a majority, German population around the town of Azovo . On 19 May 1996 Omsk Oblast signed a power-sharing agreement with the federal government, granting it autonomy. [12] This agreement would be abolished on 21 December 2001. [13]

During the Soviet period, the high authority in the oblast was shared between three persons: The first secretary of the Omsk CPSU Committee (who in reality had the biggest authority), the chairman of the oblast Soviet (legislative power), and the Chairman of the oblast Executive Committee (executive power). Since 1991, CPSU lost all the power, and the head of the Oblast administration, and eventually the governor was appointed/elected alongside elected regional parliament .

The politics in the oblast is governed by the Charter of Omsk Oblast. The laws within the authority of the oblast are passed by the Legislative Assembly of Omsk Oblast which is the legislative (representative) body. The highest executive body is the Omsk Oblast Administration. It also includes the executive bodies of the subdivisions such as districts, and is responsible for the daily administration. The Oblast administration supports the activities of the Governor who is the head of the oblast and acts as guarantor of the observance of the Charter in accordance with the Constitution of Russia .

As of 18 January 2019, the departmental register of registered non-profit organizations of the Office of the Ministry of Justice of the Russian Federation for the Omsk Oblast contains information on 2537 non-profit organizations, including 1332 public associations (national associations - 60, regional branches of political parties - 46, trade unions - 328, children's and youth public associations - 55), 308 religious organizations, 30 Cossack societies, and 20 public associations of Cossacks. For example, in the Omsk Oblast there are regional branches of the political parties United Russia , A Just Russia , the Communist Party of the Russian Federation , and others. [14]

As of 2008 , [ update ] Omsk Oblast is the 23rd largest economy in Russia, with a gross regional product of 10.2 billion dollars.

The economy of Omsk Oblast is heavily industrial, with well developed, and growing, service and financial sectors. Agriculture represents a smaller, but still significant, portion of the economy.

Economic activity is concentrated in Omsk, with over sixty-six thousand private enterprises registered, ranging from small-scale retailers to billion-dollar manufacturing. [15]

Omsk was ranked by Forbes as the 6th-best city in Russia for business in 2008, an improvement over its 20th-place ranking the previous year. [16]

The oblast and city governments have made efforts to improve the business climate and foster small enterprise through various incentives and government programs designed to ease the bureaucratic red-tape, a notorious feature of Russian business life, and to generate cooperation within the business community. [17]

The bulk of industrial output, as of 2009, is concentrated in food and tobacco processing ($900 million), hydrocarbon processing ($6.7 billion), chemical manufacturing ($500 m), plastics manufacturing ($200 m) and the manufacture of electrical components ($280 m). The remainder of the economy is dominated by the retail sector and agriculture.

The largest industrial enterprises include the aerospace manufacturer Polyot , the Omsk Aggregate Plant, the agricultural manufacturer Sibzavod, Omsk Baranov Motorworks, and Omsktransmash , which manufactures the T-80 main battle tank. Additionally, Omsk Rubber, the Technical Hydrocarbon Plant, Omsk-Polymer and Omsk Hydrocarbon Processing Plant, represent the petroleum and hydrocarbon industry. Omsk Hydrocarbon is one of the most important oil refineries in Russia. [18]

The oblast operates four thermal power plants, which makes it largely self-sufficient from the standpoint of energy generation.

Agricultural production is concentrated in the Isil'rul'skii District and produces wheat, barley, flax, sunflower, potato, various fruits and vegetables as well as meat, poultry and dairy products.

The food processing sector includes several breweries, a distillery and numerous food packaging enterprises.

  • 57,518 people were registered from administrative databases, and could not declare an ethnicity. It is estimated that the proportion of ethnicities in this group is the same as that of the declared group. [26]

According to Russia's 2002 Census , Omsk Oblast has one of the lowest birth rates in Siberia. However, birth rates remain higher than the average in heavily German districts - Azovsky Nemetsky National District (24% German), Moskalensky, Poltavsky (22% Ukrainian & 11% German) and Isilkulsky (8% German), even as significant emigration to Germany acts to reduce the overall birth rate. [27] In 2009, the lowest death rate was recorded for Azovsky German National Raion (9.4 per 1000) and the highest birth rate was recorded for Moskalenskom (17.0 per 1000), Isilkulskom (15.2), Maryanovsky (15.8), Pavlogradski (15.8), Tevrizskom (16.6), Ust-Ishim (15.4) and Sherbakulskom (16.2). Regions with the highest population growth were Moskalensky area (5.5 ppm), Azovsky German National Raion (4.8 ppm), Sherbakulsky (3.8 ppm) and Pavlogradskij (3.2 ppm). [28]

According to a 2012 survey [29] 35.7% of the population of Omsk Oblast adheres to the Russian Orthodox Church , 3% are unaffiliated generic Christians , 2% adheres to Islam , 1% to the Slavic native faith (Rodnovery), 0.5% to the Catholic Church . In addition, 39% of the population declares to be "spiritual but not religious", 13% is atheist , and 5.8% follows other religions or did not give an answer to the question. [29]
