Easy movement and unobstructed views

With its wide saloon opening on the cockpit, its flush floor and its bay windows disappearing completely behind the coachroof bulkhead, the Outremer 55 has been designed to ensure ergonomic continuity of space and make moving around on board easier.

The 360° view from the saloon and cockpit allows exceptional visibility of the water and the environment, and greatly contributes to comfort on board. From the chart table, of course, but also when cooking or during meals, the forward vision is never interrupted. A crucial factor for a serene cruise on your ocean-going catamaran!

Catmar Explorer® 55 Power

An ideal ocean-going explorer power catamaran for worldwide blue water cruising and circumnavigation.

The hulls, deck, deckhouse and the entire structure are made of certified aluminium. Safe, strong, reliable and robust!

The result is a stable, homogeneous and torsion-resistant structure without the annoying creaking noises that can occur with GRP constructions or mixed forms - such as hulls made of aluminium, deck and superstructure made of GRP - in rough seas.

Catamaris ®  is committed to environmental friendliness and sustainability. Numerous building components can be recycled and reused in an environmentally friendly way, see below.Built in our shipyard in Holland.

Description

Perfectly designed for a small crew, e.g. for a couple, even with children or occasional guests. 

The flybridge with 30 sqm offers space for relaxing and dining and an outside steering position. For bad weather, the comfortable inside steering position is a safe place. Also available in a well thought out layout for wheelchair users.

The yacht is built from class 5083 H 321/H111 aluminum, which is certified by "Germanischer Lloyd, Bureau Veritas or Lloyd's Register". Our Explorer catamarans are equipped with bow reinforcements and crash boxes with watertight bulkheads.  More about the advantages of aluminium .

Strong highly effective foam insulation throughout the interior provides protection against heat and cold and contributes to a pleasant interior climate.  

Available with conventional diesel engines or with the innovative electric hybrid system "Green Eco Power Supply".

With the optional extra fuel tanks, transatlantic range is possible at Eco-Speed.

At 174.20 sqm, the Catmar Explorer 55 Power offers particularly large living/usable areas. Headroom in the saloon 2.10 m, in the hulls 2.05 m. CE Certification Category A with 12 persons.

Optionally available reinforcements, approx. 30 cm above and below each of the 4 waterlines, provide increased protection against containers, flotsam and ice in Arctic waters.

Design according to your preferences

The design of the Catmar Explorer 55 Power can be customised to your individual requirements in terms of the flybridge design, the number, layout and design of the cabins, the saloon, the interior fittings, the furnishings, ceilings and walls as well as the entire technical equipment.

Alternatively, a completely new "full custom" design is also possible according to your preferences and ideas.

The designing and construction costs are comparable to those of some semi-custom manufacturers. However, with Catamaris® there are no restrictions on the realisation of your ideas and desires thanks to the "full-custom" construction method.

In the final result, every customer gets his Catmar Explorer® catamaran exactly as he wants it!

Manufacturing your yacht

Under the constant supervision of Catamaris®, your CATMAR EXPLORER 55 Power catamaran will be built at our partner Dijkstra Jachtbouw B.V. shipyard in Harlingen on the Wadden Sea in Holland, which has many years of experience in building multihulls. Dijkstra is certified by "Germanischer Lloyd" and "Bureau Veritas" and has already built more than 180 aluminium catamaran yachts and commercial vessels.

Outremer 55: the perfect catamaran, an unforgettable sea trial

Outremer 55: a truly challenging sea trial.

The market is unfortunately getting us used to seeing sailing catamarans that look more and more like motor sailers. Boats that, in almost all cases, end up sailing mostly under power all the time. Don’t get me wrong, I like to be comfortable in a boat too, however, there are some limits that, when crossed, make sailing almost impossible. Outremer Catamaran is a French boatyard that, on the contrary, has been manufacturing catamarans that are instead designed for real sailing for 40 years, whether they are used for summer cruises or, as is often the case, to sail off and travel the world. They are boats that can go fast, ensure great comfort and luff up like a monohull, all while providing a very high level of safety.

You will therefore easily understand how, as soon as the chance arose, I jumped into my car and, rocketing off, drove to La Grande Motte to climb aboard an Outremer 55, the flagship of this iconic shipyard.

Outremer 55 Sea Trial

Our Outremer 55 is waiting for us in La Grande Motte, headquarters of the shipyard and a charming Camargue town near Montpellier. This is precisely where the Mistral is born, and today’s day confirms this unquestionably. We are still in port, the wind is already blowing between 20 and 25 knots and tends to strengthen later in the day.

Mark, the skipper, however, is as cool as a cucumber and, using the two engines, maneuvers smoothly between the posts and gets us out of the mooring. We sail slowly out of the breakwater and, while we’re still sheltered, set to windward and hoist the mainsail, then bear away, the boat rockets off and we turn the engine off. With just the mainsail we are already sailing at 9.5/10 knots!

These are the conditions I was looking for so, after asking the captain, I take hold of the windward wheel and set about steering.

This is certainly not the first sailing catamaran I have tested but this one is definitely different from anything I have sailed on before, the wheel is prompt, responsive and allows to “feel” the wind pressure on the sails: helming in these conditions is inebriating.

I pull away and from the transom drop down to 110 degrees of apparent wind, Outremer 55 sails fast and safe, with the legendary daggerboards lowered halfway, in a sea streaked white by the wind. The true wind is blowing at 24 knots and we are sailing peacefully at 16.8 knots!

I start to luff up; I need to see how the Outremer 55 performs against the wind and, more importantly, against the waves. The apparent wind, however, obviously increases a lot, so we trim the mainsail, roll the genoa and open the foresail.

By now we are far from the coast, the true wind is steadily above 25 knots and some gusts reach 30.

The waves have greatly increased and reached an average height of 1.5 meters.

Sailing windward, however, Outremer 55 is performing decidedly well, at 60 degrees from the apparent wind we are sailing at 11.8 knots and the waves are not a problem, of course we feel them, but the hulls’ passage over them is smooth, the catamaran does not slam and slows very little.

I luff up again and get to 35 degrees of apparent wind, in these wind and sea conditions I would not be able to make this angle with a cruising monohull, yet Outremer 55 continues to cruise at between 8 and 9 knots of speed, with no trouble at all.

I bear away, reluctantly leave the helm and go down to the dinette, where the situation is surreal. Outside the wind and the sea are raging and it’s cold, but here we are sitting and chatting, warm and almost in silence.

We are sailing on autopilot and I am sitting comfortably at the center desk, close to the bow windows of the dinette. From here you can comfortably steer the boat, acting on the remote pilot controls, an extraordinary convenience during long sailings or, more simply, to stay sheltered at night.

If I wanted to be at the helm, however, I could still do so while staying under shelter, since the Outremer 55’s wheel is pivoting and allows it to be used in three positions: all out (maximum visibility on the sails), center (for mooring with the throttles at hand) and inside (when the weather is inclement) to stay completely sheltered.

In short, this Outremer 55 is a decidedly out-of-the-ordinary catamaran, hard not to be enchanted by this intriguing mix of performance and comfort.

Outremer 55 is a catamaran designed to be simultaneously fast and easy to handle. To the large 104-square-foot mainsail, the deck plan, in fact, allowa to match the most suitable headsail to the course and wind conditions under which you want or need to sail.

The bowsprit is easily accessible and allows a Code Zero or a Gennaker to be rigged on a foresail, while a 68 sq. m. genoa is on the main forestay. This configuration enables the boat to be quite fast in all ways, both when the wind is light and when it strengthens, up to an apparent of about 18 to 20 knots.

More importantly, all adjustments are deferred to the steering stations so it is really very easy and safe to handle this big, fast boat. Even lowering and stowing the mainsail, an operation that is often difficult with other boats, on the Outremer 55 is simple: from the bow, in fact, it is possible to climb up onto the Hard Top thanks to three steps and then operate on the lazy bag which is positioned at the correct height. A piece of cake in short.

The stern of the Outremer 55 , with its 8.30-meter beam, is a simply jaw-dropping masterpiece. The stern sections of the two hulls draw two beautiful and enormous descents to the sea, which, equipped with steps and bathing ladders, in addition to satisfying the view, make all sea-related activities easy.From here, in fact, you can get on the SUP, put on a scuba tank, or descend into the water in the easiest way possible.

Arriving in the dinette, which can moreover be completely enclosed with appropriate covers, we are greeted by an enormous space that, when the windows are fully open, eliminates the barriers between interior and exterior and creates a simply immense multifunctional area.

Outside this area, protected from the sun and the elements by the large Hard Top, a central sofa can comfortably seat about ten people. Looking forward, we are impressed by the large galley equipped with a central island that, in addition to being extraordinarily beautiful, also allows for safe cooking in rough seas by leaning into the port corridor.

To starboard we find another large L-shaped settee, which, equipped with a fold-down table with telescopic legs, allows this area to be converted at will to have a cocktail party, dinner, or to create a large watch berth.

The interior of the dinette facing forward houses the central helm station, which comprehensively and neatly gathers all of the on-board gear. From here it is possible to manage the boat, chart, communicate and, thanks to the autopilot, steer the boat.

The sleeping zone

Outremer 55 is available in three- or four-cabin versions, an option capable of satisfying even the largest crews. My favorite version is clearly the three-cabin one, which allows the owner to enjoy the entire starboard hull as well as a simply enormous bathroom. The port hull accommodates two cabins, equipped with double beds and dedicated facilities. The two aft cabins of Outremer 55 are really large, equipped with King Size beds, closets and plenty of storage volume to face long periods on board.

Outremer 55: conclusions

Outremer 55 is an out-of-the-ordinary sailing catamaran, capable to being brillianty ultra-fast, easy-to-handle and comfortabl at the same time. It’s the perfect boat for anyone wishing to enjoy pure sailing, forgetting the engine.

The only problem ? The addiction it creates, it’s really hard to get off such a boat….

After a string of designs by Morrelli and Melvin, Gunboat founder Peter Johnstone picked up the phone and dialed the number of British racing cat designer Nigel Irens, and a new series of Gunboats was born. First came the 60 (manufactured in China) and then the Gunboat 55 was launched in the US following a dispute with Hudson Marine in Xiamen.

The British designer has pulled off a design that manages to look muscly and elegant at the same time. You could describe it as a kind of luxurious (and yes, more expensive) Atlantic 57 catamaran for warmer climes. I am sure they won´t mind me making a comparison to the classic Chris White design.

The 55s were the first Gunboats to be made in the US, in North Carolina. Previous models had been manufactured in South Africa and China. There were disputes with manufacturing partners (principally Hudson Marine) and the production was moved to the States.

Interestingly, this migration spawned a whole ecosytem of performance multihull manufacturers in those countries such as HH and Kinetic. In terms of length, this boat seems to have hit the sweet spot for short-handed larger yachts, going for the same LOA as the Outremer 55 – the new performance cruising design from the French manufacturer.

As with all Gunboats, weight saving is a key part of the design – these boats were built along the same lines as an ocean racer. Hulls and deck are a composite of carbon fiber, epoxy resin and Corecell foam. The hulls and bridge are part of a single mold producing a very stiff structure that doesn´t require a forward crossbeam. Having said that, she´s heavier than a Catana 53 but carries a more powerful sail plan.

  • Along with the 48, the 55 is the Gunboat model best set up for short-handed sailing.
  • The forward working cockpit has been moved inside, just in front of the helm, so no more soakings in rough weather! It´s very organised, and you can hop up to the front deck from here if you need to.
  • The whole of the covered upper deck is one open space. There are galley up boats and galley down that have even more space up top.
  • Those centreboards are arguably safer than fixed daggerboards. If they hit anything, they will just pivot up, and by the time the 55 had launched, Gunboat had ironed out the initial teething problems they had with the boards on the 60.
  • With the large window ahead of the helm slid open and that open back, the ventilation in this boat is second to none.
  • The big red emergency release button by the helm means it is is easy to dump the mainsheet in a gust or squall.
  • She´s light, stiff and fast. You should be sailing close to wind speed on most points of sail.
  • The Gunboat 55 is the only model that was designed and built in the US. Now that´s not to say that the production quality was inferior elsewhere, but quality control had to be easier when the factory was on the doorstep.
  • All of the 55s had to be extended to 57 foot after they had been launched due to some instability at speed that owners were experiencing. They solved the problem, but still, there was an initial fault with the design.
  • The salon is open at the back. You can close this off with covers if the weather turns cold, but essentially the 55 was designed for blasting around the Carribbean and other warm destinations.
  • Gunboat 55s are expensive as they don´t come onto the market very often. For the same kind of money, there is plenty of choice in this market – it´s pretty competitive. Kinetic and HH come to mind. Having said that, Gunboats hold their value: that´s the power of their brand, so you might even save money in the long run.
  • The maintenance cost of these yachts is high, as they didn´t build many of them. That´s probably not going to worry you if you can afford to buy one in the first place.

Carbon fiber was used for the Hall Spars mast and boom, and the interior furniture was built of carbon/Divynicell-foam composite panels. The Weight Police have been all over these boats, resulting in a weigh in of 12.5 tonnes unladen.

And instead of daggerboards, the 55 has centerboards that pivot flush into the hulls. You control them from the helm: a display indicates how deeply the boards are set. Gunboat 55s are actually 57´ long. 2 metres were added to the transoms as a retro fit to improve stability at speed.

The 55 was launched with some real innovations on the deck and living space areas. This performance cat was designed for warmer climes, and she comes with an integrated saloon/cockpit area: the ultimate Open catamaran.

The whole area is connected into one seamless area protected on three sides by panoramic windows and open to aft. The saloon can be closed off with soft covers if the weather turns. A big sliding window in front of the cockpit helm and sailing station keeps the wind in your hair on fair days, and you can hop up from here onto foredeck and the nets. Above the helm, a sliding moonroof gives you a good view of the sails.

The whole boat has been organised for shorthanded sailing, albeit with the assumption that the skipper and crew are experienced. All the lines lead neatly into the forward cockpit which is sheltered in the forward part of the saloon. A pair of Lewmar 58 hydraulic winches are there to help you with the muscle work, with cam cleats and Spinlock clutches for the halyards, sheets, reefing lines and furling lines. The Harken mainsheet traveler runs along the aft crossbeam with the lines led forward.

The self tacking solent runs along a curved Harken track and the sheets are fed back to the control centre. It all smacks of Gunboat efficiency and is well thought out.

Many of the 55s were built with just 2 luxury cabins- she´s targeted primarily at couples : the owner’s stateroom to port with a double berth athwartships so you can can look out of the window and another large double cabin in the starboard hull, with a heads/shower area and an aft cabin that can either be set up as a workshop, office or third stateroom.

Some of the boats built (such as Rainmaker) went for the galley down layout, set aft in the port hull. The other option was galley-up, replacing one of the sofas in the saloon/cockpit with an island with double sink.

The feel of these boats is luxurious but understated.

Like any Gunboat, this catamaran really comes to life when you get the sails up.

The lines are super organised with all of the controls fed to the  forward working cockpit at the base of the mast which has been moved inside, just forward of the central helm. From here, you can set, trim and reef the sails with the help of two electric Lewmar 58 winches. The self-tacking jib looks after itself once trimmed, and the mainsheet is trimmed and eased at the touch of a button. The main can be dumped at the touch of a red emergency button by the wheel.

All of the gear on these boats is top quality. The mast is a carbon fibre T600 modulus made by Hall Spars. The boom, masthead and spreaders are also carbon. All the running rigging is low stretch Spectra or Dyneema.

This is a catamaran that requires careful handling. That square top main is big and powerful and you´ll need to ease the mainsheet quickly in gusts – but that´s easy to do with those hydraulic rams. If there is a time when you should reef early, it´s on a turbo cat like this one.

The aim is to fly the boat at speeds close to true wind speed and maintain double digit speeds consistently. You´ll become used to seeing rooster tails off the transoms in this boat.

Rainmaker (55-01) Relaunched as a Power Cat

Once again, Gunboat moved the bar with this design. She´s the last of the Peter Johnstone era, British designed and American made. Surely, still one of the most desirable Gunboats on the water.

How much do Gunboat 55s cost? Toccata (the #3 hull) came onto the market for just under $1.9 million. That should give you an idea of the ball park price. At least they are cheaper than Gunboat 68s! Given that they initially went on the market for around $2.4 million, you can see that they hold their value.

Who Designed and Manufactured the Gunboat 55? The 55 was designed by Nigel Irens and manufactured in the US in Wanchese, on Roanoke Island, North Carolina.

What Happened to Rainmaker, Gunboat 55-01? The first 55, Rainmaker, was dismasted in a 70-knot squall about 200 miles southeast of Cape Hatteras on the 30th January 2015. The crew, including owner Brian Cohen and his son, abandoned the boat and Rainmaker was salvaged later near Bermuda. It ended up at MultiMarine in the UK where they are relaunching her.

History of Astrakhan Oblast

In ancient times, the territory of the Astrakhan region was crossed by trade routes of the Persians and the Arabs. In the 8th-10th centuries, the territory belonged to the Khazar Khanate. There is a hypothesis that Itil, the capital of the Khazar Khanate, was located on this territory. It was destroyed by Prince Svyatoslav in 965.

Later, Polovtsy settled on this land. In the first half of the 13th century, the Mongol-Tatars came to the area. After them, Tatars of the Astrakhan Khanate and Kazakhs became the main population of the region.

In 1556, during the reign of Ivan the Terrible, the Astrakhan Khanate was annexed to the Russian state and ceased to exist. Astrakhan krai became the southeastern military outpost of Russia. In particular, in 1569, the Turks unsuccessfully besieged the fortress of Astrakhan.

In the 17th century, trade, fishing and salt industries developed in the region. In the middle of the 17th century, the uprising of Stepan Razin took place on the territory of Astrakhan region. In 1722, near the mouth of the Kutum River, a shipyard called the Astrakhan Admiralty was built. In the 1730s-1740s, the processing of silk and cotton began here.

Astrakhan Oblast was created in 1943. The region gained its current borders in 1957.

Astrakhan Oblast is located in the south-east of the East European Plain within the Caspian Lowlands. It is an area of deserts and semi-deserts. Astrakhan oblast borders on the Volgograd region in the north, the Republic of Kalmykia in the west and Kazakhstan in the east.

It is located on the border between Europe and Asia, the Volga River gives access to five seas. The main cities of the region are Astrakhan (518,700), Akhtubinsk (35,500), Znamensk (25,700), Harabali (17,100).

The climate of Astrakhan Oblast is continental, dry. Winters are with little snow, frequent thaws and unstable snow cover; summers are hot. January is the coldest month, the average temperature is minus 10-20 degrees Celsius. July is the hottest month - the average temperature is plus 35-45 degrees Celsius.

According to the 2010 census, the ethnic composition of the local population is the following: Russians (67.6%), Kazakhs (16.3%) and Tatars (6.6%). Orthodox Christianity is the main religion. However, Muslims also make up a significant group of the population (more than 20%). Historically, this province was a place where Kazakhs and Tatars settled. The largest Kazakh community in Russia lives in the Astrakhan region.

Natural resources of the region include natural gas, oil, salt, gypsum.

The industrial complex of Astrakhan, the economic center of the region, includes shipbuilding, pulp and paper industry, fish processing industry. The leading industries are fuel industry, mechanical engineering, power engineering, food industry. Astrakhan gas condensate field, the largest in the European part of Russia, is located in the area. Astrakhan Gas Processing Plant produces gas for cars, diesel and boiler fuel.

Agricultural lands make up more than 3.4 million hectares - the cultivation of tomatoes, peppers, aubergines, courgettes, cucumbers, carrots, beets, onions, cabbage, watermelons. Rice is traditionally grown along the Volga. The leading branch of livestock is sheep breeding.

The region stretches for over 400 km in the form of a narrow stripe on both sides of the Volga-Akhtubinsk flood-lands. Flooded for a long time, the territory of the delta serves as spawning-ground for such fish as sturgeon, stellate sturgeon, white sturgeon and others.

CBP Releases July 2024 Monthly Update

Statistics show lowest southwest border encounters in nearly four years.

WASHINGTON — U.S. Customs and Border Protection (CBP) released operational statistics today for July 2024, which show a significant decline in migrant encounters during the first full month after a Presidential Proclamation issued June 4, 2024, by President Biden to temporarily suspend the entry of certain noncitizens across the southern border. U.S. Border Patrol encounters in July were 32% lower than in June 2024 and were the lowest monthly total along the southwest border since September 2020. July’s total numbers between ports of entry are also lower than July 2019, and lower than the monthly average for all of 2019, the last comparable year prior to the pandemic. “In July, our border security measures enhanced our ability to deliver consequences for illegal entry – leading to the lowest number of encounters along the southwest border in more than three years,” said Troy A. Miller, CBP Senior Official Performing the Duties of the Commissioner .  “We are working closely with international partners to go after transnational criminal organizations that traffic in chaos and prioritize profit over human lives, and this month announced enhanced enforcement efforts to attack the fentanyl supply chain. These efforts are seeing results, as CBP saw the largest fentanyl seizure in our agency’s history just a few weeks ago. We remain vigilant in these efforts alongside our partners.”

On June 4, 2024, President Biden announced a Presidential Proclamation to temporarily suspend entry of noncitizens across the southern border. The Secretary of Homeland Security and the Attorney General also jointly issued an interim final rule (IFR) that, consistent with the Proclamation, generally restricts asylum eligibility for those who irregularly enter across the southern border – including the southwest land and the southern coastal border. Since June 4, encounters between ports of entry have decreased by 55% . These executive actions have led to a significant increase in the number of migrants removed and returned to their home countries and a decrease in the number of people released pending their removal proceedings as explained in recent DHS Fact Sheets from June and July .

Since the Presidential Proclamation and Interim Final Rule went into effect on June 5, DHS has removed or returned more than 92,000 individuals to more than 130 countries, including by operating more than 300 international repatriation flights. DHS has almost tripled the percentage of noncitizens processed for Expedited Removal, and the percentage of releases pending immigration court proceedings is down nearly half. Total removals and returns over the past year exceed removals and returns in any fiscal year since 2010 and a majority of all southwest border encounters during the past three fiscal years resulted in a removal, return, or expulsion.

Ensuring Border Security and Managing Migration

CBP, U.S. Immigration and Customs Enforcement (ICE), and U.S. Citizenship and Immigration Services (USCIS), continue to expeditiously process, remove, and strengthen consequences for individuals who cross our borders irregularly. Individuals and families without a legal basis to remain in the U.S. are subject to removal pursuant to Title 8 authorities and are subject to a minimum five-year bar on admission as well as potential prosecution if they subsequently re-enter unlawfully. No one should believe the lies of smugglers. The fact remains: the United States continues to enforce immigration law, and those without a legal basis to remain will be removed. Migrants attempting to enter without authorization are subject to removal under Title 8 authorities.

In July, the Border Patrol recorded 56,408 encounters between ports of entry along the southwest border. This is the lowest monthly total since September 2020. The Border Patrol’s encounters in July were 32% lower than in June 2024. Total southwest border irregular encounters in July, including individuals who presented at ports of entry without a CBP One appointment, were 61,325 , a 30% decrease from June 2024. From June to July, the total number of individuals encountered along the southwest border between ports of entry and at ports of entry without a CBP appointment decreased across all demographics: encounters of unaccompanied children decreased 15% , single adult encounters decreased 27% , and family unit individual encounters decreased by 24% .  

The United States is working together with our domestic and foreign partners to jointly disrupt irregular migration across our borders and monitor emerging threats, including public safety concerns posed by transnational criminal organizations. We continue to conduct thorough screening and vetting for any individual that we encounter at our borders to identify individuals posing threats to public safety and national security.

The Presidential Proclamation and IFR have enhanced DHS’s capacity for enforcement against individuals who pose a public safety or national security threat, such as gang members attempting to enter the country unlawfully or without authorization, because the IFR renders those individuals ineligible for asylum and enables their quick removal. DHS has also returned more Border Patrol agents to the field to undertake front line border security operations, enhancing DHS efforts to interdict individuals who pose a threat to public safety. These efforts continue to expand and maximize DHS enforcement against individuals who pose a threat to our communities.

 Along with law enforcement partners worldwide, DHS is constantly monitoring new and emerging threats, including the threat posed by criminal organizations that could present a concern to public safety. The Department conducts thorough screening and vetting for any individual that we encounter on the southern border who could be affiliated with these organizations. To identify individuals of concern, DHS uses a range of resources and information, including information shared by partners worldwide, to inform screening and vetting and to target such individuals attempting to come to United States. DHS works tirelessly to expand access to additional foreign records systems through new international agreements. DHS has also implemented enhanced screening measures at the border to identify known or suspected gang members, including members of the Venezuelan gang Tren de Aragua. Individuals confirmed to be gang members are referred for criminal prosecution and detention pending their removal from the United States.

CBP continues to offer safe, orderly, and lawful pathways for intending migrants and, with our international partners, we are taking actions against ruthless smugglers who continue to spread falsehoods and show disregard for the safety and well-being of migrants. Our message for anyone who is thinking of entering the United States unlawfully along the southern border is simple: don’t do it. When migrants cross the border unlawfully, they put their lives in peril. The terrain along the border is extreme, the summer heat is severe, and the miles of desert migrants must hike after crossing the border in many areas are often deadly. People who made the dangerous journey into this territory have died of dehydration, starvation, and heat stroke. Smuggling organizations abandon migrants in remote and dangerous areas.

The U.S. Border Patrol has undertaken significant efforts in recent years to expand capacity to aid and rescue individuals in distress. To prevent the loss of life, CBP initiated a Missing Migrant Program in 2017 that locates noncitizens reported missing, rescues individuals in distress, and reunifies decedents’ remains with their families in the border region. In July, the U.S. Border Patrol conducted 412 rescues, bringing the FY 2024 total to 4,480 rescues.

CBP One™ App

The CBP One™ mobile application is a key scheduling tool and part of DHS’s efforts to incentivize noncitizens to use lawful, safe, humane, and orderly pathways and processes. Noncitizens who cross between the ports of entry or who present themselves at a port of entry without making a CBP One™ appointment are generally subject to the interim final rule that, consistent with the Presidential Proclamation, restricts asylum eligibility for those who irregularly enter across the southwest land and the southern coastal borders.  DHS encourages migrants to utilize lawful processes, rather than taking the dangerous journey to cross unlawfully between the ports of entry, which also carries significant consequences under the United States immigration laws.

Migrants located in northern and central Mexico continue to be able to schedule appointments to present themselves at eight ports of entry along the southwest border. Additionally, migrants will soon be able to also schedule appointments from the states of Tabasco and Chiapas—enabling them to make appointments without having to travel all the way north to do so. Mexican nationals will also soon be able to request and schedule an appointment from anywhere within Mexico. We consistently engage with our partners in the Government of Mexico and work together to adjust policies and practices in response to the latest migration trends and security needs.   

Use of the CBP One™ app to schedule appointments at ports of entry has increased CBP’s capacity to process migrants in a more efficient and orderly manner while cutting out unscrupulous smugglers who endanger and profit from vulnerable migrants. The suspension and limitation on entry and interim final rule does not apply to noncitizens who use the CBP One TM mobile app to enter the United States at a port of entry in a safe and orderly manner to avail themselves to lawful processes.

In July, CBP processed over 38,000 individuals with appointments at ports of entry utilizing advanced information submitted through CBP One™. Since the appointment scheduling function in CBP One™ was introduced in January 2023 through the end of July 2024, more than 765,000 individuals have successfully scheduled appointments to present at ports of entry instead of risking their lives in the hands of smugglers. The top nationalities processed subsequent to arrival for their appointment are Venezuelan, Cuban, Mexican and Haitian.

A percentage of daily available appointments are allocated to the earliest registered CBP One™ profiles, so noncitizens who have been trying to obtain appointments for the longest time are prioritized. CBP is continually monitoring and evaluating the application to ensure its functionality and guard against bad actors.

CHNV Parole Processes

On January 5, 2023, DHS announced processes providing certain Cubans, Haitians, and Nicaraguans who have a supporter in the United States, undergo and clear robust security vetting and background checks, meet other eligibility criteria authorization to travel to the United States in a safe, orderly, and lawful way once they purchase their own commercial airline tickets.

Through the end of July 2024, over 520,000 Cubans, Haitians, Nicaraguans, and Venezuelans arrived lawfully on commercial flights and were granted parole under these processes. Specifically, 110,000 Cubans, 211,000 Haitians, 95,000 Nicaraguans, and 118,000 Venezuelans were vetted and authorized for travel; and 109,000 Cubans, 205,000 Haitians, 90,000 Nicaraguans, and 115,000 Venezuelans arrived lawfully and were granted parole.

Out of an abundance of caution, DHS temporarily paused the issuance of advanced travel authorizations for new CHNV beneficiaries while it undertakes a review of supporter applications. DHS is working to restart application processing as quickly as possible, with appropriate safeguards.

All CHNV beneficiaries are thoroughly screened and vetted prior to their arrival to the United States. The multi-layered screening and vetting for advanced travel authorizations is separate from the screening of U.S.-based supporters. DHS has not identified issues of concern relating to the screening and vetting of beneficiaries.

Safeguarding Communities by Interdicting Narcotics and Dangerous Drugs

As the largest law enforcement agency in the United States, CBP is uniquely positioned to detect, identify, and seize illicit drugs before they enter our communities. CBP’s combination of interdiction and intelligence capabilities, complemented by its border search authorities, scientific services, non-intrusive inspection equipment, and canine detection teams, places it at the forefront of the U.S. government’s efforts to combat illicit fentanyl and other dangerous drugs.

In July, CBP announced the expansion of Operation Plaza Spike to the El Paso and Juarez region as well as a new counter-fentanyl surge operation — called Apollo X — to bring the full force of CBP across the southwest border, from El Paso to San Diego. Operation Plaza Spike targets the cartels that facilitate the flow of deadly fentanyl, as well as its analogs, precursors, and tools to make the drugs. The operation is designed to disrupt operations in the “plazas,” cartel territories located directly south of the United States that are natural logistical chokepoints within the cartels’ operations. Apollo X is a new southwest border-wide surge operation that is bringing the full suite of resources and personnel from across CBP to bear. CBP will use actionable intelligence to not only find and seize fentanyl, but also uncover the supply chains to determine where the contraband is coming from and where it’s headed. This information is shared with CBP’s government partners in an effort to find and stop the networks of transnational criminal organizations by prioritizing the strategic disruption of their supply chains as discussed in a recent National Security Memorandum .

CBP officers at the Port of Lukeville recently seized approximately four million blue fentanyl pills – weighing more than 1,000 pounds – in the largest singular fentanyl seizure in CBP history. On July 1, a 20-year-old U.S. citizen arrived at the port driving a pick-up truck that was hauling a sport recreational vehicle on a utility trailer. CBP officers noticed anomalies throughout the frame of the trailer while conducting a thorough inspection. This led to the discovery of 234 packages of drugs concealed within the frame of a trailer. To date in FY 2024 through the end of July, CBP has seized over 17,900 pounds of fentanyl. CBP has caught more fentanyl nationwide between the start of fiscal year 2023 through July 31, 2024, than in the previous five fiscal years combined, and we continue to optimize our intelligence and field operations to stop these deadly substances from reaching American communities.

Facilitating Lawful Trade and Travel

With a very busy summer travel season still ongoing, CBP encourages travelers to utilize mobile applications with technological enhancements to help speed up the travel process when entering the United States via air, land, or sea. Global Entry , for example, launched a new mobile app in September 2023 that allows members to complete their entry processing on their phones before even leaving the plane. The app can be downloaded from the Apple App store and Google Play, and is currently available for use at 47 airports, with more locations coming soon.

International travelers who are not Global Entry members can take advantage of the Mobile Passport Control (MPC) app, which allows travelers to submit their passport and travel information in advance with a mobile device, resulting in less congestion and more efficient processing. MPC is available at 51 ports of entry, including 14 Preclearance locations and four seaports. It can be used by all U.S. citizens, U.S. Lawful Permanent Residents, B1/B2 Canadian citizens, and returning Visa Waiver Program travelers. Non-U.S. citizens planning travel into the U.S. also have the option of using the Electronic System for Travel Authorization mobile app or the CBP One mobile app.

The number of travelers arriving by air into the United States increased 6% from July 2023 to July 2024; pedestrians arriving by land at ports of entry increased 6% over the same period; commercial trucks processed at ports of entry increased 5% ; and passenger vehicles processed at ports of entry remained unchanged.

CBP works diligently with the trade community and port operators to ensure that merchandise is cleared as efficiently as possible and to strengthen international supply chains and improve border security. In July 2024, CBP processed more than 2.9 million entry summaries valued at more than $297.3 billion , identifying estimated duties of nearly $7.8 billion to be collected by the U.S. government. In July, trade via the ocean environment accounted for 42.57% of the total import value, followed by air, truck, and rail.

Protecting Consumers, Eradicating Forced Labor from Supply Chains, and Promoting Economic Security  

CBP continues to lead U.S. government efforts to eliminate goods from the supply chain made with forced labor from the Xinjiang Uyghur Autonomous Region of China. In July, CBP stopped 408 shipments valued at more than $70 million for further examination based on the suspected use of forced labor.

Intellectual property rights violations continue to put America’s innovation economy at risk. Counterfeit and pirated goods threaten the competitiveness of U.S. businesses, the livelihoods of American workers, and the health and safety of consumers.

Consumers are encouraged to be alert to the dangers of counterfeit goods especially when shopping online as they support criminal activity, hurt American businesses, and often have materials or ingredients that can pose serious health and safety risks. Every year CBP seizes millions of counterfeit products worth billions of dollars had they been genuine. In July, CBP seized 2,230 shipments that contained counterfeit goods valued at more than $1.2 billion . More information about CBP’s intellectual property rights enforcement is available .

Criminal groups are exploiting the explosive growth of e-commerce to sell not only counterfeit goods but also other illicit products and drugs, including fentanyl, through online platforms. CBP is working with DHS to move our 21st Century Customs Framework statutory package through an interagency review process. At the same time, we are working with Department of Treasury to ensure that CBP’s de minimis regulatory package enters interagency review. CBP needs to continue to modernize and enhance our facilities and tools to help our officers quickly and accurately determine which of the nearly 4 million daily de minimis packages need to be examined.

CBP completed 34 audits in July that identified $355.6 million in duties and fees owed to the U.S. government, stemming from goods that had been improperly declared in accordance with U.S. trade laws and customs regulations. CBP collected over $2 million of this identified revenue and from previous fiscal years’ assignments.

Defending our Nation’s Agricultural System  

Through targeting, detection, and interception, CBP agriculture specialists work to prevent threats from entering the United States.

CBP issued 6,218 emergency action notifications for restricted and prohibited plant and animal products entering the United States in July 2024. CBP conducted 115,709 positive passenger inspections and issued 764 civil penalties and/or violations to the traveling public for failing to declare prohibited agriculture items.
